By 1950, the post-war housing construction boom led to concerns about water shortages. Plans were made in 1955 to build a second water treatment plant at South 6th Street and West Howard Avenue. On June 26, 1956, the Common Council passed an ordinance with lawn sprinkling regulations. The Milwaukee Water Works and the city's Bureau of Forestry teamed up to publicize the regulations while keeping Milwaukee's lawns green and beautiful.
