
Milwaukee Efficient Buildings Benchmarking Program
Under the City of Milwaukee Efficient Buildings Benchmarking ordinance, City of Milwaukee government buildings and Milwaukee Public School buildings 10,000-square-feet or larger, as well as commercial buildings 50,000-square-feet or larger, were required to report their 2024 energy data and share it with the City of Milwaukee by September 30, 2025. Those same buildings will be required to report 2025 data by September 30th, 2026. Milwaukee’s ordinance covers an estimated 530 commercial buildings and 280 City of Milwaukee and Milwaukee Public School buildings. These large buildings make up roughly 67% of all building square footage in the city. Many leading commercial buildings in Milwaukee have already discovered the benefits of energy management and voluntarily track their energy use.
Program management is provided by a third-party platform called Building Energy Analysis Manager (BEAM). The BEAM Knowledgebase is a comprehensive resource library of everything you need to know to comply with this policy. 2025 Milwaukee Benchmarking Report
Summary of 2024 Data, reported in 2025
The City of Milwaukee Efficient Buildings Benchmarking Ordinance requires City of Milwaukee government buildings and Milwaukee Public School buildings 10,000-square-feet or larger, as well as commercial buildings 50,000-square-feet or larger, to annually disclose building energy use data to the City for the previous year's benchmarking data. This ordinance plays a key role in meeting the goals set forth in the City of Milwaukee's Climate and Equity Plan to reduce community-wide greenhouse gas (GHG) emissions 45% by 2030 and achieving net-zero direct GHG emissions by 2050.

Definitions:
ENERGY STAR Scores are calculated on a 1-100 scale to compare energy performance of similar buildings. A score of 50 is the national median, higher schores indicate better performance.
Site EUI reflects the amount of energy used within a building divided by the gross floor area, indicating how much energy is consumed per square foot of a building. A lower Site EUI indicates better energy efficiency.
Weather Normalized Site EUI reflects the EUI of a building when adjusted to account for differences in weather over time.
Total GHG Emissions reflects the total greenhouse gases produced by a building's energy use. Lower values indicate better performance.

How to Get Started for 2026 Reporting

Step 1: Determine if You Are Required to Benchmark
First, search for your property in the City of Milwaukee Covered list by list or map.
Do you see it listed?
- If YES, you are required to benchmark. Proceed to the next steps. If your building is listed but you don't believe your building meets the definition of a covered building under this ordinance, please complete a Dispute Inclusion in the Covered Buildings List form.
- If NO, please assess if your building meets the definition of a covered building. If so, please fill out a Covered Buildings List Addition Form to have your building added to the list
If your building is not on the list AND your building does not meet the definition of a covered building, you are not required to report. Just because you aren't required doesn't mean you shouldn't take part in this activity. Benchmarking is a great way to track and reduce energy costs in your building.
Step 2: If You Track Energy Use, Share Data
Follow the directions below depending on your situation.
Option A: You Use ENERGY STAR® Portfolio Manager
Share your data with the City of Milwaukee using these steps:
1. In the ENERGY STAR® Portfolio Manager tool, click on "Contacts" and select "Add New Contacts/Connections."
2. Under "Contact Details" add: 1) Name: Pamela Ritger de la Rosa; 2) Organization: City of Milwaukee; 3) Username: City-of-Milwaukee; 4) Email: [email protected].
3. Select "Connect with the City-of-Milwaukee." Note: Your connection request will show as pending until it is accepted.
4. Once you are connected, go to the "Sharing" tab from the home page and select the property you want to share data from. Provide the level of access you choose to share: Read Only through to Exchange Data.
5. In the Energy Star Portfolio Manager account for your building, go to the Details tab and Edit the Unique Identifier (IDs) on the lefthand side of the screen. From the Standard ID for City/Town drop-down menu, select the Milwaukee Benchmarking Building ID, and then type in the Milwaukee Building ID number for your building and hit Save.

Option B: You Use A Different Software
The good news is that most energy benchmarking software tools provide for the transfer of building energy data to the ENERGY STAR® Portfolio Manager tool. Review this list to see whether the software you currently use provides for easy transfer.

Step 3: If You Don't Track Use, Create an Account
1. Gather 12 months of energy utility bills. If you don't already have one, visit the We Energies website to create an account and access your utility bill information. Energy use information can be downloaded from the We Energies website, and then uploaded into your Energy Star Portfolio Manager account, or the information can be entered manually.
1a. If there are at least 4 tenants in the building, and you pay the utility bill for at least one account in the building, such as the common area or parking, or at least one tenant's account reverts to you, you should be able to access the whole-building aggregated energy data for the building through the Landlord-Tenant Portal: We Energies Landlord-Tenant Portal. Once you are registered through the Landlord-Tenant Portal, you will then need to click on Property Usage History under Quick Links to see the whole-building aggregated energy data for each month. That data can then be entered into the Energy Star Portfolio Manager tool by creating a meter for each energy source (electricity, gas and/or steam).
1b.If you have fewer than 4 tenants in the building, and do not have access to master meter energy data for the building, you may qualify for an exemption from the benchmarking ordinance. Please visit the Knowledgebase - BEAM Helpdesk and submit an Exemption Request Create Ticket - BEAM Helpdesk.
2. Use the Quick Start Guide to create an ENERGY STAR® Portfolio Manager account.
3. Use these instructions to input the data from your utility bills into the tool.
4. Share your data with the City following Step 2, Option A above

NOTE: We Energies is piloting the "My Meter" solution to allow for automatic transfer of your energy use data from your We Energies account directly to ENERGY STAR® Portfolio Manager account. To do this, create a "My Meter Profile" to transfer energy data from your electric bill to your building account in the tool.
- Go to the "My Meter" tool and enter your utility bill account numbers.
- In the tool, select the "Property" tab to transfer your electric utility account details to the account for your property in the ENERGY STAR® Portfolio Manager tool.
*You MAY be eligible for rebates up to $200 per month for 6 months through the Focus on Energy Practical Energy Management Program if this is the first time you are benchmarking energy use in the ENERGY STAR® Portfolio Manager tool.
