WEST LAYTON AVENUE RESURFACING PROJECT

CONSTRUCTION UPDATE

MARCH 2020

The West Layton Avenue resurfacing project has resumed with landscape work taking place in the median over the next couple of weeks. Beginning Monday, March 30th, the contractor will remove and replace sidewalk on both sides of the street between the freeway and S. 1st St. Once the sidewalk is complete, the sod in this curb-side terrace will be restored. For the sidewalk and sod restoration work, there will be parking lane closures to allow the crew to safely work in the area. The installation of the street lights and traffic signal bases and poles were completed in February. The City of Milwaukee Electrical Services will energize the new street lights and remove all the temporary street light facilities. The city crew will also complete the installation of the new traffic signals. (Added 3/20/20)

DECEMBER

West Layton Avenue from South Howell Avenue to South 13th Street – Median lanes
-Traffic control was removed and the roadway fully opened to traffic on December 13th
-Currently the contractor is installing electrical wires for the street lights and anticipates completing this work by December 20th
-Remaining walk (3,200 L.F.) will be removed and replaced in April 2020
-Topsoil and sod, and tree planting (14) to begin early May 2020

West Layton Avenue from South Howell Avenue to South 27th Street
-Installation of the street light poles to begin late February / March 2020
-Restoration of the medians and permanent pavement markings to begin late April / May 2020
-Traffic signal work to begin upon delivery of mono-tube poles

West Layton Avenue from South 13th Street to South Howell Avenue – Median lanes
-The final layer of asphalt was completed on November 26th
-Street light pole concrete bases, vaults and conduit are scheduled to be completed the week of December 2nd
-The contractor will begin temporary pavement markings the week of December 2nd
-“Pulling” the street light electrical cable is scheduled to begin the week of December 9th 
-The goal is to remove traffic control the week of December 16th

West Layton Avenue from South 27th to South 20th streets 
-Completed “pulling” street light electrical cable on November 25th
-Traffic control was removed and the roadway is fully open to traffic

NOVEMBER

West Layton Avenue from South 13th Street to South Howell Avenue – Median lanes
-Crews are working to complete concrete base patching of the existing pavement, communication manholes and joint and crack repairs by the end of this week
-We are aiming to have the first layer of asphalt pavement done by November 19th and the final layer of asphalt pavement is still on track to be done by November 22nd, weather permitting
  
West Layton Avenue from South 27th to South 20th streets – Median lanes
-The final pavement markings were installed on Saturday, November 9th
-The contractor will begin installing street light electrical cable the week of November 18th
-Median restoration will resume during the week of November 18th, weather permitting (11/14)

West Layton Avenue from South 13th Street to South Howell Avenue – Median lanes
-The second stage of operations started on Monday, October 28th and the inside lanes were milled by October 30th  
-Contractor is removing and replacing curb and gutter through next week, weather permitting
-Over the next two weeks, crews will work on electrical, communication manholes, concrete base patching of the existing pavement, and joint and crack repairs
-We are aiming to have the first layer of asphalt pavement done by November 15th and the final layer of asphalt pavement done by November 22nd
  
West Layton Avenue from South 27th to South 20th streets – Median lanes
-The final layer of asphalt pavement was completed on October 25th 
-Next week, the contractor will install final pavement markings and restore the median landscape, weather permitting (11/1)

OCTOBER

West Layton Avenue from South 13th Street to South Howell Avenue – Outside lanes
-Contractor has been working on manhole adjustments and concrete sidewalk.
-The finished layer of asphalt pavement is scheduled for next week Tuesday and Wednesday, October 22nd and 23rd. North and southbound traffic will be restricted at the intersection of South 13th Street and West Layton Avenue on both days during the time the contractor is paving the intersection, with the exception of buses. Please use alternate routes and anticipate short-term disruptions at intersections and driveway access while the paving operation progresses through the project.
-We anticipate beginning the next stage of operations on Monday, October 28th. Motorists will drive on the newly resurfaced roadway while work is taking place in the median lanes. 
 
West Layton Avenue from South 27th to South 20th streets – Median lanes
-Contractor has been working on joint and crack repairs, pouring the median curb and will complete the first layer of asphalt pavement by the end of today.
-During the week of October 21st, crews will adjust manholes and finish paving the median lanes. (10/18)

The contractor will begin paving the outside lanes on West Layton Avenue from South 13th Street to South Howell Avenue starting Thursday, October 10th, weather permitting. This paving operation will take place over 3 to 4 days. Please anticipate short-term disruptions at intersections and driveway access while the paving operation progresses through the project. SEPTEMBER 

By the end of this week, the final asphalt surface will be completed on the outside lanes on West Layton Avenue between South 20th to 27th streets. Once completed, the outside lanes between 20th to 27th streets will re-open to traffic while the inside lane (median side) will be closed for the next phase of operations.
 
During this week and throughout next week, the contractor will be removing and replacing sidewalk and driveways on West Layton Avenue between South 13th Street to South Howell Avenue. Majority of the driveways will be removed and replaced in halves to maintain access. The contractor will continue to pour the remaining bus pads, and will also be working on concrete base patching of the existing pavement in preparation of placing the first layer of asphalt.

PROJECT OVERVIEW

The West Layton Avenue resurfacing project from South 27th Street to South Howell Avenue will consist of milling the existing asphalt pavement and replacing the 4-lane divided roadway with a new asphalt surface; curb and gutter, driveway approaches and sidewalk will be replaced where necessary, pedestrian curb ramps will be reconstructed and utility improvements will be made to sewer structures, traffic signals and signs, and street lighting. There will be modifications to the median, where necessary, to enhance safety and improve the overall operation of the roadway. Once completed, the roadway will accommodate for two driving lanes and a 5-foot bicycle lane in each direction. 

WHAT TO EXPECT DURING CONSTRUCTION

The project will be split into two stages to minimize how construction will impact residents, businesses, and the traveling public.

Stage 1: The work zone will shut down the outside (curbside) lanes on both sides of the median. A lane of traffic moving in each direction will be maintained on the inside lanes. 

Stage 2: The work zone will shut down the inside lanes on both sides of the median. A lane of traffic moving in each direction will be maintained on the outside lanes.

*When the contractor is removing the pavement, access to driveways and side streets may be temporarily restricted until the new surface is established. Access will also be temporarily restricted when the contractor is paving through the area. 

Driveway Access: City staff and the contractor will work to minimize the amount of time any driveway access is restricted and will notify property owners in advance of any driveway work. Short-term disruptions will occur when driveway approach is being removed and rebuilt. 

Pedestrian Access: Short-term disruptions will occur when sidewalk is being removed and rebuilt. Temporary pedestrian accommodations can be provided and the contractor will work with property owners to minimize impact. 

Bus Routes: #55, 80, 19, and Purpleline will maintain their regular routes within the work zone. Stop alterations will be signed to redirect passengers as needed. 

Parking: On-street parking is not allowed. 

Construction Hours: Work is allowed from 7:00 a.m. to 9:00 p.m.
