NORTH PORT WASHINGTON AVENUE BRIDGE OVER CAPITOL DRIVE RECONSTRUCTION PROJECT
CONSTRUCTION UPDATE
APRIL 2020
The North Port Washington Bridge Over Capitol Drive project will resume work starting Monday, April 27th and is anticipated to be complete in mid-May. There will be a single lane closure east-westbound on W. Capitol Dr. from N. 10th St. to N. 2nd St. continuously from Monday through Friday. In addition, there will be dual east-westbound lane closures under the bridge on Capitol Drive (between the ramps), Monday through Friday from 6:30 am to 6:30 pm, to allow the contractor to paint and stain the bridge.
DECEMBER
North Port Washington Road bridge and all ramps from Capitol Drive will open in the afternoon of December 6th. West Capitol Drive and the ramp from I-43 northbound to eastbound Capitol Drive reopened to traffic on November 27th. Electrical work will continue through the winter as weather permits. In the spring, work will resume with restoration, placing permanent pavement markings, sealing concrete joints and painting the fence and girders on the bridge. We will utilize single lane closures as needed to complete the work. (Added 12/5/19)
NOVEMBER
North Port Washington Bridge and roadway approaches
-Next week (11/18), crews will apply a protective surface coating, strip form work on bridge and install the railing fence
-Concrete pavement and approaches are scheduled to be poured by Friday 11/22
-Pavement markings will be placed during the week of December 2nd to allow pavement poured the prior week to gain strength
All ramps from West Capitol Drive to North Port Washington Road
-The final surface of asphalt paving is scheduled to begin on Monday 11/18
-Following the paving operation, pavement markings will be placed along with signing, signals, and lighting
West Capitol Drive from North 7th to North 2nd streets (Outside lanes)
-The final surface of asphalt is scheduled to begin on Monday 11/18
-Restoration and pavement markings will be done during the week of November 18th

We anticipate West Capitol Drive and the ramp from I-43 northbound to eastbound Capitol Drive to be fully open by November 27th. During the week of December 2nd, we anticipate the bridge and all ramps to North Port Washington Road to be open to traffic.

OCTOBER
North Port Washington Bridge
-Bridge approaches were completed early this week. The sidewalk on the east side of the bridge was poured on Wednesday and the west sidewalk will be poured today (10/25).
-Next week, the parapet walls will be poured and crews will remove the forms that were used to pour the concrete deck and apply a protective surface coating.
-During the week of November 4th, the contractor will install the bridge and retaining wall railings.
Port Washington Road
-Concrete pavement approaches are scheduled to be placed next week followed by concrete pavement on the south side of the bridge during the week of November 4th. The concrete pavement to the north of the bridge will follow shortly after.
All ramps from West Capitol Drive to North Port Washington Road
-First layer of asphalt was paved on October 23rd on NE, SE, & SW ramps.
-Manhole and inlet adjustment work will follow.
-The final surface of asphalt paving is scheduled to begin October 31st with anticipated completion by November 6th.
-Following the paving operation, pavement markings will be placed along with signing, topsoil, signals, and lighting, and any remaining concrete work left primarily at Port Washington Rd.
West Capitol Drive from North 7th to North 2nd streets (Inside lanes/Median side)
-Night work is scheduled on October 28th to pave the inside lanes at the intersection of Green Bay Avenue/ N. Dr. Martin Luther King Jr. Drive.
-Night work is scheduled on October 29th to pave the first layer of asphalt on the inside lanes from North 7th to North 2nd streets.
-Manhole and inlet adjustment work will follow.
-The final surface of asphalt is scheduled to be paved on November 6th.

The contractor finished pouring the concrete bridge deck on Monday, October 7th and is preparing to pour the concrete sidewalk and roadway approaches to the bridge during the week of October 14th, weather permitting. The median lanes on West Capitol Drive from North 7th to 2nd Streets were milled on October 10th and the milling operations for the entire project are now complete. Over the next two weeks, work in the median lanes will consist of base patching, curb and gutter replacement, and electrical and sewer improvements. We are anticipating overnight work on October 17th-18th to pave the first layer of asphalt at the intersection of Capitol Drive and Green Bay Avenue, all ramps from West Capitol Drive to North Port Washington Road and outside lanes at North 2nd Street. SEPTEMBER
The 10 bridge girders for the Port Washington Bridge were set and complete on September 13th. The contractor has started installing the steel and rebar for the new bridge deck. We anticipate pouring the concrete bridge deck on Friday, October 4th, weather permitting. Allowing sufficient time for the concrete to cure, the contractor will then set up the bridge railing and construct the bridge sidewalk during the week of October 7th. We anticipate bridge work to be completed by November 15th.
In regards to the roadway work on West Capitol Drive, the contractor plans to resurface the outside lanes from North Green Bay Avenue to North 2nd Street the week of September 30th, followed by a traffic switch to complete the median work. Along the eastbound ramps, inlets have been replaced, base patching and curb & gutter is nearly complete and sidewalk is half done. Inlets have been replaced and contractor is preparing to begin base patching on the westbound ramps.
Milwaukee Water Works has water relay work on West Capitol Drive from North 2nd Street to North 1st Street. This work is not in conjunction with our project. The restoration on this segment of the roadway is scheduled to be complete in early October.
Traffic control will remain in its current configuration:
-A lane of traffic moving in each direction will be maintained on West Capitol Drive between project limits.
-North Dr. Martin Luther King Drive and North Green Bay Avenue will be reduced to one lane of traffic at the intersection of West Capitol Drive
-North Port Washington Avenue will remain closed to through traffic in both direction
-All ramps from West Capitol Drive to North Port Washington Road will be closed to traffic
-The ramp from I-43 northbound to eastbound Capitol Drive will remain closed
PROJECT OVERVIEW
The reconstruction project of North Port Washington Avenue Bridge over West Capitol Drive will consist of removing the existing structurally deficient bridge and replacing it with a new steel girder structure. The bridge will be narrowed from 78 feet to 70 feet, and will continue to have one driving lane, a left turn and bicycle lane in each direction once completed. The bridge will be closed to vehicular and pedestrian traffic for the duration of the project.
In conjunction with the bridge reconstruction project, the bridge ramps and West Capitol Drive from North 2nd Street and North Green Bay Avenue will be milled and resurfaced with asphalt pavement. Sidewalk and pedestrian ramps will also be replaced.
WHAT TO EXPECT DURING CONSTRUCTION
The project will be staged to minimize how construction will impact residents, businesses, and the traveling public.
STAGE 1-PORT WASHINGTON BRIDGE DEMOLITION
Work will begin on Friday, May 10th starting at 6:00 p.m. The contractor has been allowed to work overnight during the bridge demolition phase. Any questions relating to the noise variance permit can be directed to the Department of Neighborhood Services: 414-286-3280.
TRAFFIC CONTROL
-North Port Washington Avenue will be closed to through traffic in both directions
-The ramp from I-43 northbound to eastbound Capitol Drive will be closed
-A lane of traffic moving in each direction will be maintained on West Capitol Drive by routing traffic onto the entrance and exit ramps from North Port Washington Avenue
STAGE 2-BRIDGE PIER CONSTRUCTION
Once the bridge demolition is complete on Monday, May 13th, the contractor will begin constructing the bridge pier. This stage is anticipated to last until mid-June.
TRAFFIC CONTROL
-North Port Washington Avenue will be closed to through traffic in both directions
-The ramp from I-43 northbound to eastbound Capitol Drive will be closed
-A lane of traffic moving in each direction will be maintained on the outside lanes (curbside) of West Capitol Drive
-The entrance and exit ramps from West Capitol Drive to North Port Washington Avenue will be open, with one lane of traffic maintained
Future updates will be provided on the next stages and traffic control changes prior to the completion of Stage 2.
