Public Service Loan Forgiveness
Employees may be eligible for the Student Loan Forgiveness Program
Public Service Loan Forgiveness Program (PSLF)
The PSLF Program forgives the remaining balance on your Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer. The Department of Employee Relations does not verify employment for loan forgiveness programs. If you need to verify employment, the City of Milwaukee uses the Work Number to process these requests.
Important Notice Regarding PSLF Requests
Federal Student Aid recommends submitting a Public Service Loan Forgiveness (PSLF) form once each year and whenever you change employers. Accordingly, City of Milwaukee employees should submit employment certification requests annually.
If you submit another request within a few months of a previously completed PSLF certification covering the same City employment, the duplicate request will not be processed. Additional months of employment will be included with your next annual certification. This practice reduces duplicate requests, allows staff to process forms efficiently, and follows the annual submission schedule recommended by Federal Student Aid.
Employees should use the PSLF Help Tool to prepare and submit their request. The tool allows employees to:
- Complete and digitally sign the PSLF form.
- Send the form electronically to an authorized City official for employment certification.
- Electronically submit the completed form to Federal Student Aid.
- Monitor the request under “My Activity” in your StudentAid.gov account.
Please submit an additional request before your next annual certification only if you are leaving City employment, correcting information on a prior certification, or responding to a specific request from Federal Student Aid.
For additional information or to begin a request, visit the Federal Student Aid PSLF Help Tool. Federal Student Aid confirms that borrowers should submit a PSLF form each year and whenever they change jobs in its PSLF Help Tool guidance.

Regarding Average Hours per week. (Line 6)
The average hours worked per week must match the hours the Department of Employee Relations has listed in the system. Failure to do so will result in the form not being authorized until the discrepancy is resolved. Also, if your hours have changed, you will have to complete a separate form for each period of hours worked (e.g: if you change from 40/hrs per week to 53/hrs per week).
NOTE: The PSLF program is administered by the U.S. Department of Education. For additional information, please visit the link below.
