Growing Entrepreneurs in Milwaukee (GEM)


Structure

(GEM) Program will consist of a series of educational “modules” aimed at increasing participant’s knowledge of and proficiency in entrepreneurship. The first modules will explore topics such as the basics of entrepreneurship and Milwaukee’s licensing regulations. Participants will complete modules using “Talent LMS” – an online tool used to create, manage, and deliver “e-learning” content. Completion of required modules will award participants the “ReDonna Rodgers Entrepreneurship Permit.”

Participants will receive a badge in the Talent LMS system for completing various milestones (modules completed, tests passed, etc.). Depending on the popularity of the program and the level of participation, the Talent LMS system also allows for the implementation of “tiers,” whereby participants may “graduate” to a new tier if certain criteria are met. Talent LMS is flexible enough to allow participants to tailor their learning experience to their own interests or abilities, and the time they have to devote to the program.

Eligibility

To be eligible to participate in the GEM Program, youth must meet all the following requirements:

  1. Reside within the corporate limits of the city of Milwaukee.
  2. Under 18 years old
  3. Provide proof of parent or guardian consent
  4. Pay the $10 application fee


Administration

The License Division will be the sole administers of the program. Participants will enroll in the program by submitting an application and the $10 fee. We will process the application and enroll the participant in the Talent LMS system. Upon completion of required modules, users will receive their ReDonna Rodgers Entrepreneurship Permit. The permit is renewable every three years, provided the participant has achieved certain milestones (modules completed, tests passed, etc.).


Evaluation

On January 1 of each year, the License Division will prepare a report summarizing the program, including the following information:

  • Number of participants enrolled
  • Number of modules completed
  • Course completion rate
  • Test pass rate
  • Total training time accumulated
