What is the Fetal and Infant Mortality Review?
Fetal and Infant Mortality Review, or FIMR, is a multidisciplinary process that reviews the circumstances around a stillbirth or an infant death. FIMR teams work to improve maternal and infant health outcomes and prevent future losses. The team includes diverse perspectives that inform the FIMR process. The teams includes:
• Doctors
• Nurses
• Midwives
• Doulas
• Social Workers
• Social Service Providers
• Community-based organizations
• Researchers
Milwaukee’s FIMR program has existed snce the 1990s, and it began with a focus on targeted areas within the city, where most infant deaths and stillbirths were happening. Today, Milwaukee’s FIMR covers the whole county, and the goal remains to use FIMR data to identify communities that are disproportionately impacted, identify relevant solutions, and improve birth outcomes for Milwaukee families.
2025 FIMR Report
Every 3-4 years, MHD’s team compiles a data-focused FIMR Report. In this report, factors of infant deaths and stillbirths are analyzed, and recommendations are shared.
The 2025 FIMR Report provides an overview of stillbirths and infant deaths that occurred in Milwaukee between 2019 and 2022. This report includes summary statistics on stillbirths and infant deaths, analysis by race and ethnicity, contributing factors to these losses, and recommendations to reduce preventable infant deaths and racial disparities in birth outcomes.
