Steps to Submit an Offer:
- Choose one property from the demolition list provided on the City’s website.
- Review the property with the Contractor. Buyers are responsible for creating a Scope of Work, including proper handling and disposal of asbestos-containing materials in accordance with local, state, and federal requirements. All contractors and sub-contractors must have a City of Milwaukee home improvement contractor’s license.
- The Buyer and its contractors must sign a hold-harmless indemnification document before entering the property and building.
- When a property is chosen, contact David Dorsey at [email protected] or 414-286-5645.
- Complete a City of Milwaukee Purchase and Sale Agreement form.
- The purchase price for the majority of the properties will be $500 plus all other closing expenses, with lesser distressed properties being priced accordingly.
- Other costs can include:$7,500 Restoration Agreement plus any other DNS Fees.
- Other fees may include water and taxes.
- Proof of Rehab costs must be $50,000 or 75% of the scope of work, whichever is greater. This can be in the form of a bank statement or loan preapproval letter.
- A Government ID will be required for each signing buyer.
- If the buyer is a Limited Liability Company (LLC), the Articles of Incorporation must be provided, and the entity must be registered with the Wisconsin Department of Financial Institutions and provide the printout of the sheet.
- Buyer must provide the 5 years of rehabbing experience letter. Please provide addresses, photos, and any additional information.
- The City of Milwaukee will not pay a broker commission.
- Buyer Checks will be completed when the Purchase and Sale Agreement (PASA) is received. The PASA can be rejected from any party (as an individual or as part of an entity) who:
- Is delinquent in the payment of any property tax, special assessment, special charge, or special tax to the City of Milwaukee.
- Has outstanding judgments from the City.
- Has outstanding health or building code violations or orders from the City’s Health Department or Department of Neighborhood Services that are not actively being abated.
- Has been convicted of violating an order of the Health Department or Department of Neighborhood Services within the past year
- Owned property in the city that, at any time within the past 5 years, the city acquired by means of property-tax foreclosure. This applies to any ownership group or LLC of which any prospective buyer has been a member.
- PASA will be evaluated by likelihood of project completion, including city buyer check and buyer history. The City has the discretion to select PASA in which it is deemed most likely the work will be completed in a timely manner. The City reserves the right to reject any PASA for any reason, including no reason at all.
Accepted Offers:
If the Buyer has an accepted offer:
- If applicable, the Buyer has 3 business days from the signed PASA to submit 20% of Demolition Costs. The deposit is nonrefundable. A Certified check made payable to DNS should be submitted to David Dorsey at 809 N Broadway, 2nd Floor.
- Buyer has 30 days to close.
- If using a lender, please be sure to provide contact information to Knight Barry Title.
- Closing will take place at Knight Barry Title, 201 East Pittsburgh Avenue, Suite 200, Milwaukee, WI 53204. Knight Barry is open from 8 AM to 5 PM, Monday through Friday, except for federal holidays.
- Knight Barry will send the closing statement for review. All documents will be signed at the scheduled closing.
Closing:
- Buyer must bring a certified check. Knight Barry Title will provide the check amount.
- All information for the Closing Agent to verify at closing:
- Buyer’s proof of funds for estimated Scope of Work. (e.g. financial institution phone number and account number, etc.)
- Lockbox with key or padlock from the property.
General Buyer Policies

PLEASE NOTE: Historic Houses do not qualify.
