How to Submit an Open Records Request

Step 1: Identify the Appropriate Department

Each City department maintains its own records. To receive the fastest response, submit your request directly to the department most likely to maintain the records you are seeking.

If you are unsure which department holds the records, you may contact the City Attorney’s Office for assistance with proper routing.

Step 2: Submit Your Request

Requests may be made by email, mail, or in person. Written requests are recommended.

Please describe the records clearly and include relevant dates if possible.

Example: “I am requesting inspection reports for [address] from January 1, 2024 through December 31, 2024.”

What to Expect

The City will acknowledge your request and begin reviewing it for responsiveness. Staff will search for responsive records and review to determine whether any information must be redacted under law. Records will be provided as soon as practicable. Response time depends on the scope and volume of records requests.

The City may charge allowable fees under Wisconsin law, including copying costs and, in some cases, staff time for locating large volumes of records. You will be informed of any estimated costs in advance.

Open Records FAQs

How long does it take to receive records?
Wisconsin law requires that records be provided “as soon as practicable and without delay.” The timeframe depends on the scope of the request, the number of records involved, and whether redactions are required.

Do I need to use a specific form?
No. A request does not need to use special language or a specific form. However, clear and detailed written requests help ensure faster processing.

Can I request records anonymously?
Yes. You are not required to provide your name unless it is necessary for practical reasons (such as mailing copies or clarifying your request).

Can I request emails or text messages?
Yes. Emails and text messages related to official City business may be public records, even if sent from personal devices.

What if my request is denied?
If records are withheld or redacted, the City will provide the legal basis for the decision. Under Wisconsin law, you may seek review by the District Attorney, the Attorney General, or the courts.

Can the City Attorney explain the law to me?
The Office can provide general information about the Open Records Law and City procedures. It cannot provide legal advice or representation to private individuals.
