In 2018, the Wisconsin Legislature enacted Act 243 requiring municipalities in Wisconsin to complete a New Housing Fee Report no later than January 1, 2020. This requirement was created within Wisconsin Statute 66.10014 (1)(a)1-7 and (2)(b).

1. Building Permit Fee -
A. Residential Buildings containing 3 or more units: $0.38 per square foot. Minimum fee of $210. A-1.) Footing and Foundation: $0.11 per square foot of floor area of the first floor of the building or structure. Minimum fee of $289 for multi-family buildings and $262 for 1 or 2 family dwellings. B. 1 or 2 Family Dwellings: $0.38 per square foot. Minimum fee of $262. C. Structures Accessory to 1 and 2 family Dwellings more than 150 square feet: $0.26 per square foot. Minimum fee of $68. D. Sheds and other accessory structures to 1 and 2 Family dwellings, not more than 150 square feet: $68
2. Impact Fee - $0.00 The City of Milwaukee does not charge impact fees for residential construction, remodeling, subdivisions or other new developments.
3. Park Fee - $0.00 The City of Milwaukee does not charge park fees for residential construction, remodeling, subdivisions or other new developments.
4. Land Dedication or fee in lieu of Land Dedication requirement - $0.00 The City of Milwaukee does not charge these fees for residential construction, remodeling, subdivisions or other new developments.
5. Plat Approval Fee -
A. CSM: $230 application fee. $380 DPW review fee. $30 Recording fee. Additional review fee of $200 may apply if multiple reviews are required for approval. B. Re-Zoning: $1,500 for re-zoning within a regular zoning district. $2,500 for establishing a new Planned Development. $1,500 for an amendment to an established Planned Development. $500 for minor modification to an established Planned Development. $2,500 to establish an Overlay Zone. $1,500 to amend an established Overlay Zone. $1,500 for approval of a development located within an Overlay Zone. $150 for deviation from an established standard of an Overlay Zone.
6. Storm-Water Management Fee - $125 for processing storm water plans, maps and other pertinent information per submittal.
7. Water/ Sewer Hook-up Fee - $75 per 100 feet of building sewer or water service piping extensions from main, curb or lot line. $75 per 100 feet or fraction thereof, if within the city limits: $100 per $100 feet of fraction thereof, if outside the city limits.
The City of Milwaukee does not assess Impact Fees, Park Fees, Land Dedication or Fees in lieu of Land Dedication as a requirement for land development. All permit cost data includes Building Permit Fee, Plat Approval Fees (CSM and or Re-zoning Fee when required), Storm-Water Management Fee and Water/Sewer Hook-up Fees as required for this report. Permit Fees are also inclusive of Plan Exam Fee, WI State Seal Fee, Appraisal Fees and any associated Processing Fees; these fees are not required to be provided in this report. Permit data was obtained from permits issued for new 1 and 2 family dwellings and new multi-family dwelling developments (2018 data).
