South 27th Street Strategic Action Plan

The Department of City Development completed a strategic action plan to identify ways to build on South 27th Street’s strengths as a commercial area, as well as to identify ways to ensure its vitality in the future.  Completed in March 2017, this plan is the result of a year-long effort, completed with our partners at the South 27th Street Business Improvement District, the City of Greenfield, elected officials, and other local stakeholders.

This planning study provides a comprehensive overview of South 27th Street’s assets--its strengths and weaknesses; analyzes retail demand in the area, supplemented with survey data  gathered during the planning process;  proposes redevelopment alternatives for specific critical sites; and suggests strategies for implementing the proposed improvements. The plan specifically examines the area of South 27th Street between College Avenue and Oklahoma Avenue.
