Meet the Team | DCE Staff


Mary Reed

Mary serves as Director of the City of Milwaukee’s Department of Compliance and Engagement (DCE), where she and her team lead efforts to strengthen initiatives around community and stakeholder engagement, improve access to programs and services, and support meaningful job creation in the development space. Mary provides data-informed oversight for the city’s Small Business Enterprise (SBE) program, private construction workforce and contracting compliance, ADA compliance, workforce and community outreach, and related public engagement efforts. In this role, her team oversees several private development projects totaling more than $1 billion in total project costs, administers the SBE certification program, having certified nearly 200 small businesses, and helps connect thousands of local job and skill seekers to workforce and community resources.

Mary’s work is synonymous with her collaborative leadership approach and commitment to public service. Her background includes support and leadership roles in state and local government, state and federal government regulatory compliance, and community-serving organizations. She is a graduate of the City of Milwaukee’s Executive Leadership Program and holds an MBA from Concordia University Wisconsin. Her work reflects a service-oriented approach focused on strengthening programs, supporting small businesses and residents, and ensuring DCE delivers meaningful services for the community.

 


 

Andrew B. Beale 

Andrew serves at the Data and Evaluation Specialist in the Department of Compliance and Engagement. Andrew earned his B.A. and M.A. degrees in economics from UW-Milwaukee, a graduate certificate in applied econometrics and data analytics, and a M.Sc. in the economics of global risk from JLU-Giessen, Germany. He is an experienced economist and data specialist whose academic training and professional experience reflect a strong blend of quantitative analysis, research, and applied policy work. In his previous roles, Andrew has served as a Research Assistant at UW-Milwaukee’s Lubar School of Business, where he managed large OTC market and CRSP datasets, ensured data integrity, and built VBA tools for liquidity analysis from FactSet. At Robert W. Baird, he supported the Global Investment Banking division and lead reporting across the U.S., U.K., Germany, and Shanghai team by designing data-warehousing solutions and delivering pre-IPO and M&A analytics. He spent two years as a Senior Market Research Analyst at 2ft. Design and Data, a Milwaukee based non-profit creating web-based real-estate investment platforms and conducting socioeconomic and ESG impact studies. His earlier internships included a public-health equity exchange with United Planet focused on U.S.-Iraqi public-health inequity projects during COIVD-19, financial-market research at UWM’s Lubar School, and began his career as a Data Management Analyst at UW-Milwaukee’s Career Planning and Resource Center.

 In his spare time, Andrew enjoys attending seminars at the Chicago Council on Foreign Affairs, learning German, and golfing.

 


 

Tima Guled 

Tima serves as the interim Business Analyst Senior for the Department of Compliance and Engagement. In her role, Tima provides technical assistance to city departments related to fairness and working with leadership to meet and advance compliance and engagement goals. Tima holds a Bachelor of Science degree and has earned her Masters of Science from the University of Wisconsin- Milwaukee. Tima joins the City of Milwaukee with fourteen years of experience in higher education and community non-profits.

Outside of work Tima enjoys traveling, having visited 25 states and 12 countries (and counting). When Tima is not traveling, you can find her spending time with family and friends, hiking, or searching for new houseplants to add to her large collection.

 


 

Imani Ortiz

Imani serves as the Business Operations Manager with the Department of Compliance and Engagement. Imani is a proud Milwaukee native and an alumna of University of Wisconsin-Milwaukee, where she earned a Bachelor's Degree in Communications with a focus in African-American Studies and an emphasis in Journalism.  With ample years of experience in both professional writing and business management, Imani’s innovative skills, unique knowledge, and creative expression benefits the Department of Compliance and Engagement and the City of Milwaukee at large!

 


 

Ramona Ramos 

Ramona is a public‑service professional dedicated to strengthening organizational systems that support community needs through her role as the Operations Policy and Grant Manager with the Department of Compliance and Engagement. She brings extensive experience in public service, program management, and organizational operations, having worked with various mission‑driven organizations. She holds a Master of Public Administration degree and is currently a doctoral student in Alverno College’s EdD program. Her academic and professional background reflects a commitment to strong leadership, effective systems, and continuous improvement. Ramona’s work focuses on developing practical solutions, improving internal processes, and supporting teams in achieving meaningful results. She is deeply committed to community‑focused service and approaches her work as a servant leader.

As a mentor and leader, Ramona emphasizes collaboration, staff development, and maintaining high standards of professionalism and accountability. She believes that strong operations and thoughtful policy design are essential to building responsive, community‑centered solutions.

 


 

Jason Thompson 

Jason is the Workforce Outreach Specialist for the Department of Compliance and Engagement. He manages the DirectConnectMKE platform which empowers skill seekers to grow their social capital by connecting with local career mentors and publicly funded employment service agencies. Jason also collaborates with Department of Compliance and Engagement's several workforce partners and corporate champions for job fairs and related outreach opportunities. Jason holds a Bachelor of Arts degree from UW Madison in Communication Arts, Radio-TV-Film. He is committed to the work of closing informational gaps between employers and skill seekers and empowering Milwaukee residents to connect their career aspirations to reality!


 

Dontreal Teague

Dontreal serves as the Business Inclusion Program Coordinator with the Department of Compliance and Engagement. Dontreal is a graduate from the University of Wisconsin-Milwaukee with a degree in Urban Geography & Planning. With over a decade of experience working with Small Businesses, he is ready to assist with your business needs.
