2015 Health Care Benefit Design Changes FAQs

On July 22, 2014 the Common Council approved health care benefit design changes for 2015. At the same meeting, the Council also approved the expansion of the City Wellness Center to include an onsite Nurse Practitioner and Medical Assistant through Froedtert Workforce Health for 20 hours per week for employees and spouses/partners.

Wage Increase and Residency FAQs

On June 24, 2014 the Common Council approved a proposal from Mayor Tom Barrett to implement a general wage increase of 1% for eligible non-represented City employees and members of the following certain certified bargaining units:

SEIU Healthcare District 1199, Staff Nurses’ Council Technicians, Engineers and Architects of Milwaukee (TEAM).

This wage increase is effective Pay Period 14 of 2014 (June 22nd). To be eligible for the wage increase, employees must be residents of the City of Milwaukee. Employees who establish residency outside the City of Milwaukee on or after June 22, 2014, will no longer be eligible for this wage increase effective the pay period following the change in their residency status. Wages paid to employees who become non-residents shall be those rates that were in effect on June 8, 2014 (Pay Period 13, 2014) .

Please note that the wage increase does not apply to employees in the classifications of Election Inspector, Chief Inspector, and Municipal Court Commissioner; employees represented by Plumbers Local 75, MPSO, MPA, and Local 215; members of Boards and Commissions unless otherwise authorized by a footnote (Section X of the Salary Ordinance); Elected Officials (Section XI of the Salary Ordinance); and employees of the Employees’ Retirement System whose compensation is determined by the Executive Director and/or the Annuity and Pension Board.

In addition, the Council has approved a lump-sum, non-pensionable, non-base building payment of 1% of wages earned between PP 2 and PP 13 of 2014 for eligible general city employees and employees in the aforementioned labor groups. This payment will be based upon an eligible employee’s wages earned during a period of active employment and continuous City of Milwaukee residency commencing on or after PP 2, 2014 and continuing through Pay Period 13, 2014. Eligibility for this payment is also contingent upon the employees’ active employment and continued City of Milwaukee residency through the end of PP 26 of 2014. It is anticipated that this payment will be issued in February of 2015.

Healthy Rewards Program

The Healthy Rewards Program is the second phase of the Wellness Your Choice Milwaukee Program. Participants earn a $150 Health Reimbursement Account by achieving 100 points through biometric measures and wellness activities. The Healthy Rewards Program starts May 1, 2014 and runs through July 31, 2014.

Transform Milwaukee Jobs Program

City of Milwaukee’s Transitional Jobs Program

In partnership with the United Migrant Opportunity Service (UMOS) agency and the Milwaukee Area Workforce Investment Board (MAWIB), the City will be placing up to 75 transitional program participants in Department of Public Works laborer assignments in August for a period not to exceed 1,040 hours.

Important Information Regarding City of Milwaukee Wellness Program & Identify Theft Protection

The City of Milwaukee Finance and Personnel Committee will consider a resolution, file #131672, on April 16, 2014 to approve an agreement with Froedtert Health for service related to the City Wellness program that includes the resumption of the City’s “Wellness Your Choice, Milwaukee” program including the outcome based Healthy Rewards.
