Introduction General Guidelines The Westown Design Guidelines, created by the City and Westown Association, are advisory in nature; the guidelines are to be used by business owners, architects and developers when designing new construction and/or redevelopment. The principles contained in this document represent the desired physical form for downtown development west of the river. Westown covers an area roughly bounded on the north by McKinley Boulevard, the south by St Paul, the east by the Milwaukee River and the west by Interstate 43.
