Community surveys indicate a gap in trust between white and non-white residents in Milwaukee.
MPD should conduct in-service training for all personnel on procedural justice.
All MPD members from the rank of police officer through the Chief of Police have received Procedural Justice training.
This recommendation was updated in a later version of the US DOJ-COPS, CRI-TA draft report to read, “MPD should continue to conduct in-service training for all personnel on Procedural Justice.”

Payment tiers for police officers by where they live (at least with entry-level compensation). Highest pay if you live in district you police. Second tier if they live in City of Milwaukee. Third tier if you live out of City of Milwaukee.
