MPD personnel are unclear on why the Department is driven by numbers. MPD personnel are unaware of what takes place at CompStat.

Recommendation 56.1

MPD should provide roll call or in-service training to all Department personnel regarding the Department's strategy on using data to determine operational strategies and allow personnel to attend CompStat meetings to increase their understanding.

MPD should livestream CompStat meetings so that personnel con observe remotely, as needed.

Current:

This could be done with financial and technical assistance as the department does not currently possess the technical capabilities to live stream the meetings. Roll Call is part of members’ collective bargaining agreements and is provided 12 minutes prior to the officers’ shift. This is very limited time to provide updates regarding crime trends, wanted subjects, updates on policy and procedures, etc. Department members would be required to be removed from their patrol or investigative duties to watch a live stream or recorded video. Since April 6, 2016, a CompStat Roll Call memorandum designed to improve internal communication and provide clear messaging and goal setting has been disseminated. Members also have an opportunity to submit a Department Memorandum to their commanding officer requesting to attend CompStat meetings.
