Many MPD officers have the perception that there is a lack of transparency in the Department when determining who is chosen to attend specialized training, leading to a concern that there is favoritism among personnel.

MPD should establish clear and consistent communication regarding procedures for who receives training and allow transparency for such selections. Personnel whose request to attend training was denied should receive the denial in writing, including the reason for denial.

Current:

Continuing Education & Request Travel/Training (CERTT) is a web application that allows department members to sign up for training and view their training history. CERTT also tracks if a member is denied the opportunity for training and the reason for the denial. In 2015-2016, 6,692 requests for training were made through CERTT, for which only 391 (6%) were denied. Currently, the CERTT system sends an email to the member requesting the training and advises them of the training status request. SOP 082 - Training and Career Development clearly explains how members apply for relevant training and what supervisors should consider when approving training. MPA, MPSO and civilian members have as part of their employee benefits packages a certain level of funding made available to them to utilize for training opportunities. The level of benefit for each employee classification varies, and training must be relevant to professional development or promotion opportunity.

Commit to specialized trainings for new hires and annual training for all staff and officers in restorative justice, diversity issues, racial profiling and bias-based policing, as a start. Your team should share this basic knowledge base.
