MPD should add "the ability to testify in court with credibility" as an essential job function. This is the prerequisite to establishing a written directive indicating that dishonesty in any matter of official police business is a terminable offense. This is a best practice for a law enforcement agency.

Current:

The most recent job announcement for Police Officer lists the following as an essential function of the position:  "Prepare and testify in court as to the facts surrounding any criminal, departmental, or civil action".

The City of Milwaukee Police Officer Job Description Form (CS-25, Rev. 12/09) lists Essential Functions/Duties and Responsibilities. The third Essential Function listed is, “Serves as a credible witness in court and administrative proceedings”.
