Current:

MPD created its Discipline Matrix in 2008, two years prior to the implementation of the Code of Conduct in 2011. The Code of Conduct specifically enumerates the discipline factors associated with the discipline decision making process. Comparable examples of imposed discipline are maintained to provide a basis for discipline imposed on similar infractions, while allowing for disciplinary variations based on aggravating and mitigating circumstances. The 21st Century Policing Report recommends that law enforcement agencies place additional importance on values rather than rule adherence. MPD operates a value based organization comprised of a Vision and Mission statement, Core Values, Guiding Principles, and Standard Operating Procedures. The Code of Conduct establishes fundamental standards of conduct and performance consistent with the highest professional standards of policing. Policies and procedures guide department members on the standards of practice for situations they are most likely to encounter during the course of their duties. There are six core values and guiding principles listed in MPDs Code of Conduct: Competence, Courage, Integrity, Leadership, Respect and Restraint. Any violation of these core values and guiding principles may result in a criminal or internal investigation. According to the department’s Code of Conduct, discipline as a result of a violation must be imposed in a consistent and fair manner.

Applying discipline based on a progressive discipline matrix does not allow the department to assess the considerations denoted above and would result in inequitable treatment, disregarding degree of harm to individuals and the department as a whole. Supervisors also receive training in progressive discipline as it pertains to their levels of supervision.
