Current:

The department’s Code of Conduct explains what is expected of department members. This recommendation is referring to SOP 450 – Personnel Investigations, 450.10(J), which states that “Complaints that are not criminal in nature or a serious violation of standard operating procedures or the Code of Conduct may be assigned to a supervisor at the district station or an investigator assigned to the Internal Affairs Division. Complaints that are criminal in nature or are a serious violation of standard operating procedures or the Code of Conduct shall be assigned to an investigator at the Internal Affairs Division.”

The Internal Affairs Division considers “serious” violations under the core values of Integrity, Leadership and Restraint. The violations are reviewed for significant degree of harm (injury, loss, etc.), member rank, progressive discipline, harassment, criminal intent, administrative review and other circumstances deemed serious by the commanding officer of the Internal Affairs Division.

Future:

MPD can modify SOP 450 to include the above definition of “serious” violations within the policy itself to ensure this is codified.
