FPC has not consistently reviewed policies annually as required pursuant to Wisconsin law.
FPC should issue a report detailing their review and hold a public hearing.
The latest annual report of the FPC details the set of MPD SOPs which were reviewed by the FPC in 2016. When the FPC chairperson deems it prudent to have in depth discussion regarding a proposed policy change, the policy is placed on the FPC meeting agenda for a public hearing.
Similarly to recommendation 13.1, with a larger research staff more detailed policy review and reporting could be undertaken. Public hearings for over 100 policies per year would be an impossible workload for the FPC’s commissioners (part-time employees with their own careers, paid a nominal stipend), so a significant staff expense would be incurred if policy review hearings were to be moved beyond the current practice of regular meeting discussion of selected policies.
