Community Oriented Policing Practices

MPD members generally do not understand their roles in community policing and rely on Community Liaison Officers (CLO) to engage in community policing activities.

Recommendation 12.1

MPD should conduct in-service training for all personnel on community-oriented policing.

Recommendation 12.2

MPD should inform patrol officers on the roles and responsibilities of CLOs and provide officers guidance on how to collaborate with CLOs in their collective community policing efforts.

Current:

MPD trains officers to apply problem solving skills through scenario-based training and within their daily responsibilities they are provided opportunities to engage with the community.  MPD focuses on both Problem Oriented Policing and Community Oriented Policing during Recruit Academy Training, Field Training and ongoing In-service Training.

Recommend that MPD partner with disability advocacy/rights agencies to provide training on the American with Disabilities Act Overview. Train officers on accommodations available to and needed by individuals with disabilities (ex American Sign language interpreter for deaf persons) particularly to facilitate interviewing of witnesses or suspects.

Also work with the sheriff for increased access to mental health services. And give your officers the resources and training they need to approach and work with people on the autism spectrum or with serious mental health illness, especially people in crisis.
