Recommendation 5.1

FPC should develop and enforce a written policy regarding police recruiters.

FPC and MPD should to create a formal, written selection process to select MPD recruiters. This policy should make clear the qualifications and process for becoming a recruiter.

Current:

The FPC follows the statutory and written civil service process for selecting their recruiter. 

Future:

The FPC could create a competitive process for selecting the MPD recruiter, possibly administered by the FPC. Currently it is a sworn member of the MPD.  In this process the FPC could consider the suitability of the current pay and if it attracts the most qualified candidates.  The FPC could also examine potential benefits to moving the position from MPD’s Human Resources Department to their Office of Communication, Education and Outreach.
