N. Lake Dr Complete Streets Project 

The City of Milwaukee Department of Public Works (DPW) is proposing safety improvements along N. Lake Drive from Park Place to Edgewood Avenue. The proposed improvements include reconfiguring the number of motor vehicle lanes, adding bike lanes, and enhancing safety at intersections along the corridor. 

Overall Project Goals:

  • Provide safer accommodations for people walking and biking
  • Better organize traffic
  • Improvements at Lake Dr and Kenwood Blvd/Lincoln Memorial Dr for all users
  • Continue, but improve upon, the cross-section recently installed in Shorewood

Scope of the Project:

  • Pavement markings, signs, minor concrete work

Public Involvement

The Historic Water Tower Neighborhood (HWTN) invited Ald. Kovac (District 3) and DPW representatives to present the proposed concept for N. Lake Drive at its meeting on February 6, 2019. Approximately 30 community members attended the meeting at the Lake Park Pavilion. DPW staff presented the project's goals, existing and proposed conditions, and benefits for all people using Lake Drive.

Why is this being done?

Lake Drive is a major north-south connector between nearby neighborhoods, the University of Wisconsin Milwaukee campus, the Oak Leaf Trail, Lake Park, and Bradford Beach. However, the current speed of traffic creates an uncomfortable environment for people walking and biking. 

Between 2013 and 2017, there were 68 crashes on N. Lake Dr from Park Pl to Edgewood Ave, resulting in 11 injuries, which included 3 people biking being struck.

According to traffic counts, Lake Dr from Kenwood Blvd to Edgewood Blvd carries 13,000-19,000 motor vehicles per day and Park Pl to Kenwood Blvd carries 6,100 vehicles per day.

Speed studies are still being conducted for the entire corridor. Yet neighbors indicated at the public meeting that speeding and reckless driving is a major concern along this segment of Lake Drive.


N. Lake Dr Existing & Proposed Conditions

This project is divided into four distinct section along Lake Drive:

  • Park Pl to Kenwood Blvd
  • Kenwood Blvd to Edgewood Ave
  • Hartford Ave to Edgewood Ave 
  • Kenwood Ave to Lincoln Memorial Dr

N. Lake Dr from Park Pl to Kenwood Blvd

This section of Lake Drive currently has two vehicle travel lanes and two parking lanes in both directions, with no dedicated turn lanes.

Proposed Conditions

  • Marked parking lane and bike lane in each direction
  • High visibility crosswalks
  • No impacts to parking or travel lanes

Benefits

  • Reduces driving speeds
  • Improves safety for people walking and biking
  • Improves visibility for all modes of travel

N. Lake Dr from Kenwood Blvd to Edgewood Ave

This section of Lake Dr has two travel lanes in each direction separated by a narrow 5 foot median up until E. Hampshire St . Also at the intersection of N. Lake Drive and E. Kenwood Ave, Kenwood Ave changes into Lincoln Memorial Drive and runs along side Lake Park leading to Bradford Beach and Lake Michigan.

Proposed Conditions 

  • Marked parking lane and bike lane in each direction
  • Parking retained on both sides
  • 1 lane of traffic in each direction

Benefits

  • Reduces speeding
  • Creates buffer between driving lanes and sidewalks
  • Dedicated space for people biking

N. Lake Dr from Hartford Ave to Edgewood Ave 

This section of Lake Dr has two travel lanes in each direction with no dedicated turn lanes, parking allowed off-peak on both sides of the street, no biking accommodations, and only basic crosswalk markings, consisting of two transverse lines, at intersections.

Proposed Conditions

  • New northbound left turn lanes
  • Parking restricted at the intersections
  • Opportunity to enhance walking conditions for people crossing at north crosswalk

  • Reduces left turn collisions 
  • Improved traffic flow
  • Improved crossing experience for people walking

N. Lake Dr at Kenwood Ave/Lincoln Memorial Dr

The intersection at N. Lake Dr and Kenwood Ave/Lincoln Memorial Drive currently has southbound lanes that allow left turns only and through traffic to go right and left. Eastbound to northbound traffic flow is also prohibited. Northbound and southbound traffic operates separately, but this is currently inefficient for all modes of travel. To date there are no bike lanes on Lake Drive. Right turns from Lincoln Memorial Dr are allowed with the north crosswalk "Walk" signals, but this can increase risk of injury for any pedestrians crossing the street.

Proposed Conditions

The proposed changes to the N. Lake Dr and Kenwood Ave/Lincoln Memorial Drive intersection will include: 

  • Converting the southbound lanes to have two left turn only lanes and allowing through traffic to go right
  • Removing the concrete median north of the intersection
  • Allowing left turns for Eastbound to northbound traffic
  • Simultaneous east and west pedestrian crossings to improve accessibility and safety 
  • Installing bike lanes on Lake Drive up to the this intersection
  • Upgrading signals to ensure the intersection can respond efficiently and quickly to all modes of travel
