When is a MMSD Green infrastructure (GI) Plan required?
A GI plan is required (1) whenever development or redevelopment will increase impervious surface by an area equal to or greater than 5,000 square feet but less than 21,780 square feet (one-half acre), on a net basis, and (2) when a SWMP in not otherwise required. Then the development or redevelopment shall include green infrastructure with a detention volume equal to one-half inch multiplied by the area of the net new impervious surface.
What constitutes a GI plan?
A GI plan normally contains the following items: (1) A completed GI plan application form and supporting documentation (blank application form is available for download on this website); (2) Scaled plans showing the existing and proposed conditions at the property; (3) Calculations showing the detention volume needed and the retention volume provided by the proposed green infrastructure; (4) A maintenance plan; (5) A letter from the property owner providing a financial guarantee that the Green Infrastructure will be maintained and recertified every 5 years.
To whom should a GI plan be submitted?

Is there a fee associated with the submittal of a GI plan and where is the fee paid?
A $100 GI plan review fee must be paid in the City's Development Center, 809 North Broadway, 1st Floor. The Department of City Development plan examiner assigned to the development project will require and accept the fee prior to the issuance of building and plumbing permits.
What is the maintenance and recertification requirement?
The purpose of the recertification is to document that the Green Infrastructure prescribed in the GI plan is being maintained and that any changes to the property have been addressed by approved revisions to the GI plan. A recertification for the GI plan must be submitted every five years. A recertification form is available for download on this website. There are no City fees associated with a GI plan recertification; however, an instrument of financial guarantee is required to ensure continued maintenance of any green infrastructure.
How long is a GI plan approval valid?
A GI plan revision must be submitted to the City when there are significant changes at a property that are not covered by a previously approved GI plan. To determine if a change is significant, the owner should contact Mr. Kurt Sprangers at 414-286-0515.
