The Milwaukee Metro Solar Hot Water Business Council is an offshoot of the City of Milwaukee's solar energy program Milwaukee Shines. It is a public and private partnership with a mission to: support, attract and retain manufacturers and supply chain distributors in the solar hot water market and to provide an opportunity to collaborate among industry stakeholders in the Milwaukee seven-county region.

The Milwaukee Metro Solar Hot Water Business Council hosts an "Innovators Forum" at the annual SOLAR THERMAL conference. 2010: Milwaukee Shines and the SHWBC initiated an analysis of the solar hot water industry and Milwaukee's potential role in the various areas of the supply chain. The report, Solar Water Heating Supply Chain Market Analysis, was completed December 2010 by Navigant Consulting. It provides an overview of the opportunities existing manufacturing companies in Milwaukee may have in the growing solar hot water market.
2009: The Solar Hot Water Business Council was inspired a 2009 study by CH2M Hill, Solar Products Manufacturing in Milwaukee, which highlighted strengths of Milwaukee to create a local solar hot water (SHW) manufacturing cluster. The study suggests that Milwaukee is well suited in becoming a SHW components manufacturing cluster because of its: proximity to an emerging local SHW market, access to a booming national and global market, manufacturing expertise, availability of state incentives for renewable energy components manufacturing, and availability of land for business expansion or relocation.
