Joel Plant Chief of Staff – Milwaukee Police Department Joel Plant became Chief of Staff for the Milwaukee Police Department on July 7, 2010. COS Plant oversees the Office of the Chief, including the Office of Management, Analysis and Planning (OMAP), the Office of Media and Communications, and the Budget and Finance Office. Before returning home to Milwaukee, Mr. Plant was a Madison (WI) mayoral aide responsible for public safety and neighborhood issues. Along with members of the Madison Police Department, he was a finalist for the 2008 Herman Goldstein Award for Excellence in Problem-Oriented Policing. Mr. Plant has worked as a crime analyst in the Tempe (AZ) Police Department, a researcher for the Center for Problem-Oriented Policing, and a teaching assistant and adjunct professor. He also has criminal prosecution experience, ranging from serving subpoenas to trying felony cases. Mr. Plant has earned a Bachelor of Arts in Criminology and History from Marquette University, a Master of Science in Justice Studies from Arizona State University and a law degree from the University of Wisconsin-Madison. He is married and has two sons.
