Captain of Police
 

Captain Raap commands The Office of Management, Analysis & Planning which is in the Office of the Chief of Police. His previous commands include the Human Resources Division with simultaneous service as the Executive Officer of the Police Department’s Administration Bureau.  His first command was the Neighborhood Policing Bureau’s - Neighborhood Task Force (N.T.F.). The N.T.F. (established by Chief Edward Flynn) includes police personnel assigned to the Tactical Enforcement Unit, Motor Cycle Unit, Street Crimes Unit, Canine Unit, Fugitive Apprehension Unit, Truancy Abatement Burglary Suppression Unit and the Crash Reconstruction Unit. The primary mission of the N.T.F. is to work in concert with the seven police districts, M.P.D. Divisions and with the community in order to reduce crime, the fear it causes and related disorder in our city’s neighborhoods.


Captain Raap joined the M.P.D. in 1990 and possesses experience with many different aspects of law enforcement to include assignments at the rank of Police Aide, Police Officer, Detective, Lieutenant and Captain. His work locations have included: Traffic Bureau, Crime Prevention Division, Central Records Division, Police Districts #1 and #7, the Criminal Investigation Bureau’s - Violent Crimes Division, Vice Control Division, Neighborhood Investigations Division and Intelligence Division, the N.T.F., Human Resources and the Administration Bureau. He is very involved with his career having been or currently involved in and serving as coordinator on numerous focus groups, panels and committees.


Captain Raap holds a bachelor’s degree in Administration of Justice and a Master's in Organizational Leadership. He continues his education through numerous work and non-work related studies such as Senior Management Institute for Police, Leadership in Police Organizations, Northwestern University’s School of Police Staff & Command and their Senior Management Leadership Program. He holds Instructor Development certification through the State of Wisconsin.


Captain Raap is also involved in his community. He has served for over 20 years on his church’s ushering committee and for 4 years as a member of the Board of Elders. He has assisted as a youth coach with the City of Milwaukee’s Recreational Department and served as an original board member of the State of Wisconsin’s Special Olympics – Volleyball Challenge. He truly values community involvement and the serving of others.
