CMOM

What is CMOM?
CMOM is short for Capacity, Management, Operation, and Maintenance. It general, the CMOM methodology is one that focuses on management and operational techniques to provide better service to the customer. The City of Milwaukee’s CMOM program looks to provide the framework for the City of Milwaukee to manage its sewer system.
 
Why CMOM?
In the year 2001 the USEPA proposed a CMOM rule that was ultimately withdrawn. The proposed rules discussed the prohibition of sanitary sewer overflows (SSOs), including those caused by severe natural conditions or other factors beyond the control of the utility, and also reporting, public notification and recordkeeping requirements. 
 
While these rules were not adopted at the federal level, the State of Wisconsin and the Milwaukee Metropolitan Sewerage District (MMSD) have incorporated them in to their own rules. Their rules require that City implement a CMOM Program. The withdrawn USEPA rule was used as guidance in developing the City’s CMOM Program.
 
CMOM Program Mission Statement
The following is the City of Milwaukee’s overall CMOM Program Mission Statement, used to guide the CMOM program:
“To efficiently collect and convey all of our customers’ wastewater in the most cost-effective manner while remaining in compliance with WPDES permits, Clean Water Act, Wisconsin Law and MMSD Rules and Regulations.”
 
What is the benefit?
The City’s CMOM Program provides the City an opportunity to state goals and objectives, and define the strategies and tactics that are used to meet those goals. CMOM is a dynamic program that inherently requires repeated reevaluation of these goals, objectives, strategies, and tactics as the City gains experience with the CMOM Program.
