RE: Discontinuation of Practice of Maintaining Transfer Lists Effective PP 01, 2014
Effective PP 1 of 2014, the Department of Employee Relations will no longer maintain transfer lists as we have found that this is not the most effective method of allowing city employees to be considered for employment opportunities available within their own departments or in other City of Milwaukee departments.
Placement on a transfer list does not automatically result in interviews by hiring departments. The decision to use a transfer list is at the discretion of the hiring authority per the CSC rules. In fact, the use of transfer lists over the years for actual hiring purposes has been very limited.
In spite of this change, employees seeking lateral transfer and/or promotional opportunities within the city service will continue to be able to apply for those opportunities as they are posted. This process provides greater opportunity for departments to assess the candidate’s knowledge, skills, abilities and other attributes as directly related to the position being filled. It also provides employees with the same opportunity to learn about current job openings and to apply specifically for those they feel qualified for and interested in. An employee selected through this process would still be allowed to transfer in accordance with the Civil Service Rules.
