Creation of the Egregious Abuse Offender Program

In the fall of 2011, the MHRC conducted several case reviews relating to child homicides. 

MHRC also analyzed the child homicide data, which reflected that there were 5 more homicides in 2011 than in 2010. 

Five out of the six 2011 homicides involved a male caregiver.  Two of which, the male caregiver had a  previous child abuse charge against them, and had a court order requiring no contact with the child prior to the abuse that ultimatley took their lives.

As a result of the MHRC reviews, a recommendation was developed to create a program to protect children, who had a "No Contact Order" in place, protecting them from the individual who had abused them.

 

Two of the Milwaukee Homicide Review Commmission partners, the Milwaukee Police Department Sensitive Crimes Division and the Milwaukee County District Attorney's Office Child Protection & Advocacy Unit, took the lead on this recommendation.  With the hard work of Captain James Shepard, DV Liaison Kara Shurman, and Assistant District Attorney Matthew Torbenson, the Egregious Abuse Offender Program was developed.  This program will provide a heightened level of protection for child victims, as well as a greater level of accountabilty for child abuse offenders.

MHRC and several fatherhood providers are working on eight other recommendations aimed at the primary prevention of child abuse (e.g. fatherhood supports). 

We would like to highlight this recommendation, which demonstrates how the homicide review process is used to examine the underlying causes of homicides in real time, and identifies and develops strategies to prevent homicides.  Thank you to our collaborative partners for all of their hard work!
