HOME-ARP Affordable Rental Housing
Request for Funding Proposals (RFP)
The City of Milwaukee Community Development Grants Administration (CDGA) is now accepting applications for Affordable Rental Housing projects through the HOME American Rescue Plan (ARP). The application for Affordable Rental Housing projects opens May 29, 2026, and is due June 12, 2026.
HOME-ARP Non-Congregate Shelter
Request for Funding Proposals (RFP)
The City of Milwaukee Community Development Grants Administration (CDGA) is now accepting its second round of applications for Non-Congregate Shelter (NCS) Projects through the HOME American Rescue Plan (ARP). The application for NCS Projects opens June 1, 2026, with the Preliminary Project Assessment due June 15, 2026, and the Non-Congregate Shelter application due July 20, 2026.
Milwaukee Youth Council (MYC) Youth Services
Request for Funding Proposals (RFP)
The City of Milwaukee Community Development Grants Administration (CDGA), on behalf of the Milwaukee Youth Council, is now accepting applications for Youth Services projects supported by Community Development Block Grant (CDBG) funding. Eligible projects will focus on the following activities: Youth Homelessness Intervention and Youth Suicide Prevention & Intervention. The application for Youth Services projects opens Monday, June 1, 2026, and is due Monday, June 15, 2026, at 4 p.m. CT.

We’re excited to share the 2025 Community Development Grants Administration (CDGA) Impact Report, highlighting the meaningful community development programs that are making a difference across Milwaukee.
Thanks to strong partnerships and strategic investments:
- 14,520 youth participated in programming
- 521 job seekers gained full-time employment
- 3,647 people were served through Emergency Solutions Grants
- 2,793 families at risk of homelessness received stabilization services
- 169 rental units were supported in rehabbed/constructed projects
- And so much more.
From expanding affordable housing developments to launching innovative projects, these efforts are helping build a stronger, more resilient Milwaukee. This progress would not be possible without the dedication of our community partners who work tirelessly to support low- and moderate-income residents.

2025-2029 HUD Consolidated Plan
In accordance with regulations of the U.S. Department of Housing and Urban Development (HUD), the City of Milwaukee has prepared and submitted to HUD a Five Year Consolidated Plan for Funding Years 2025-2029. The Consolidated Plan allows local jurisdictions and citizens the opportunity to shape the various housing and community development programs into effective, coordinated neighborhood and community development strategies.
Community Development Block Grant Program
A flyer was developed to highlight the impact of CDGA in partnership with our 60+ community partners in the areas of Affordable Housing and Special Economic Development. These collaborations illustrate how collective efforts are driving meaningful, measurable outcomes.
The Consolidated Plan also includes the Regional Analysis of Impediments which examines policies, practices, and local housing market characteristics that may be preventing individuals from accessing fair housing. This document also suggests strategies communities may wish to consider to help document progress and milestones in removing them.
Emergency Rental Assistance (ERA) Program
In partnership with Community Advocates, the City of Milwaukee is excited to offer financial assistance to eligible tenants at risk of housing instability due to a temporary financial hardship.
- Assistance types are determined based on individual circumstances and availability of funding.
- Eligible tenants may not exceed the maximum months of assistance allowed by the specific funding source.
- Utility assistance may be available for eligible households with proof of disconnection notice.
Eligible tenants can apply at the Milwaukee Rental Housing Resource Center, Monday-Friday, 10 a.m. to 4 p.m., at Community Advocates, 728 N. James Lovell St., Milwaukee. No appointment is necessary.

Continuum of Care (CoC)
The City of Milwaukee has served as the Lead Agency for the Milwaukee Continuum of Care (CoC) since 2012. The CoC is a consortium of housing, emergency shelter, and supportive services providers that work alongside other community-based organizations and stakeholders to address homelessness in our community. The CoC addresses homelessness through a coordinated community-based process of identifying needs and building a system of housing and services that meet those needs.
