This ordinance eliminates the $1,000 performance bond requirement for Home Improvement Contractors, because the bond is not necessary given that the City's liability insurance provides the same protection.

7/01/10 120-Day Moratorium Established on Issuance of New Precious Metal & Gem Dealer Licenses 100121

This ordinance establishes a moratorium on the issuance of new Precious Metal & Gem Dealer licenses during the 120-day period beginning 7/1/2010 and ending 10/29/2010. However, this moratorium does not prohibit the filing of new or renewal license applications, or the issuance of any renewal licenses.

6/12/10 Filing Deadlines Revised for Special Class "B" License and Carnival Site Permit Applications 091027

This ordinance establishes that applications for Special Class "B" licenses and permits for carnivals sites are to be made in writing on or before a filing deadline established by the city clerk, and increases from $50 to $75 the application fee for any applications for carnival site permits filed after filing deadlines. This ordinances also establishes an additional fee of $25 for the late filing of a Special Class "B" license application.

6/12/10 Public Entertainment Club License Replaces Shows & Exhibitions, Public Dance Hall Licenses 091371

This ordinance repeals provisions related to Public Dance Hall and Shows & Exhibition Licenses and establishes in lieu thereof regular and temporary Public Entertainment Club licenses. This ordinances also combines current licenses for professional and street photographers, and repeals licenses for roller skate rentals on public premises and dance studios, and tag day permits.


"Map Test" for Taxicab Drivers Now Administered by License Division


Effective 3/1/2010, the test regarding knowledge of city streets, major buildings, facilities and city regulations regarding public passenger vehicles (the “map test”) will be administered by the City Clerk’s Office-License Division rather than the Milwaukee Police Department. The tests will now be given to one applicant at a time on a first-come, first-served basis. No advanced registrations are required or accepted.


Defensive Driving Course for Certain PPV Drivers to be Administered by MATC


Effective 3/15/2010, the defensive driving course required for certain public passenger vehicle drivers will be administered by the Milwaukee Area Technical College (MATC) rather than the Milwaukee Police Department. Course offerings can be viewed online @ under course DRIVED 615, and registration can be made by contacting the MATC Traffic Safety Office, (414) 297-6235.

1/09/10 Temporary Extension and Special Party Permit Filing Requirements, Approval Procedures Revised; Late Fee Increased 090927

This ordinance establishes that applications for permits for temporary extensions of licensed alcohol beverage premises for special events and special party permits are to be made in writing on or before a filing deadline established by the city clerk; and increases from $75 to $100 the application fee for any applications for permits filed after filing deadlines.



10/30/09 City's Registration of Domestic Partners Repealed. 090739

This ordinance repeals the city's registration of domestic partners, except for city employees who wish to register for city benefit purposes. Effective August 3, 2009, the state of Wisconsin has enacted statewide registration of same-sex domestic partners, which is handled by county clerks. Domestic partnership applications are accepted at the Milwaukee County Clerk's office, Room 105, Courthouse, 901 North 9th Street, Monday through Friday from 8:00 a.m. to 4:00 p.m. To hear a voice recording on how to apply for a declaration of domestic partnership, please call (414) 278-4070.

9/14/09 Taxicab Meter Rates and Charges Amended. 090152
This ordinance amends the maximum allowable rates and charges that may be charged for taxicab services licensed by the city.
The charge for the first 1/8th mile ("flag drop") is amended to apply to the first 1/10th mile.
The charge of $0.25 for each additional 1/8th mile is amended to apply to each additional 1/10th mile.
The charge of $0.75 for each additional passenger over 12 years of age is increased to $1. An exception is made for identified personal care attendants for passengers who have a disability. Additional passengers who are personal care attendants will not incur an additional charge.
The current allowable charge of $0.10 for each shopping bag and suitcase handled by the drive is eliminated. A new surcharge of $1 is established if the driver handles more than 2 suitcases or if grocery, laundry or other similar bags and items exceed the capacity of the trunk of the taxicab.
The charge of $0.25 for each minute of waiting time is increased to $0.35 per minute.
The minimum fare of $6.00 for persons transported from General Mitchell Airport is increased to $10.
8/14/09 Procedures for Adding Junk Dealer Storage Space Amended. 090255

This ordinance clarifies the procedures for issuance, renewal, non-renewal, revocation or suspension of a license extending a junk dealer's license from the primary licensed premises to an additional building or other fixed place for the storage of salvaged materials.

8/14/09 Public Passenger Vehicle Driver’s License Classification System Established. 081704

This ordinance establishes a public passenger vehicle driver's license classification system; establishes that only operators of taxicabs are required to pass a test regarding knowledge of city streets, major building, facilities and city regulations; and changes from 6 months to 90 days the period of time public passenger vehicle permit holders shall retain trip records.

7/23/09 Circumstances Amended for Issuance of Warning Letters for Certain Alcohol Beverage Licenses. 090103

This ordinance establishes that if the chief of police files a written report summarizing the arrest and convictions of an applicant for a new or renewal Class "D" operator's license, alcohol beverage wholesale establishment license or Class "B" manager's license which could form a basis for denial or nonrenewal of the application, the city clerk shall, in lieu of forwarding the application to the licensing committee for a hearing, refer the application to the Common Council for approval without the issuance of a warning letter, if an applicant eligible to be issued a warning letter has not within 10 years of the date of application been convicted of any misdemeanor or felony offense or municipal code violation.

6-Month Disqualification Period Established for Withdrawal of Certain Alcohol Beverage License Applications.

This ordinance provides that withdrawal of certain new alcohol beverage license applications after commencement of a licensing committee hearing on the application shall disqualify the applicants for approval by the licensing committee for the same licenses, and where applicable, at the same premises, for a period of 6 months. This ordinance does not affect applications withdrawn prior to the commencement of the hearing on the application by the licensing committee.

05/22/09 Certain Special Privilege Permit Procedures Amended, Fees Reduced. 081687

An ordinance has been established that reduces the fee from $250 to $125 when amending a special privilege for the purpose of adding items; eliminates the $250 fee when amending a special privilege for the purpose of removing items or recording a change in ownership; removes the surety bond requirement; and imposes a graduated forfeiture for failure to comply with certain ordinance provisions related to special privileges.

An ordinance has been established that amends the statement submission requirement relating to individuals applying for loading zone permits as disabled persons to omit the details of the exact nature of the physical or mental ailment which qualifies the applicants as disabled.

2/27/09 Residency Requirement for Precious Metal and Gem Dealer's Licenses Amended. 081128

An ordinance has been established that amends from 1 year to 90 days the residency requirement related to applicants for Precious Metal and Gem Dealer's licenses. Individual applicant, each of the partners or the corporate agents must have been residents of Wisconsin continuously for at least 90 days prior to the dates of application.

1/01/09 License Periods Changed for Public Passenger Vehicles, Permit Fee Increased, Renewal Fee Established. 081016

An ordinance has been established that amends the license period for all public passenger vehicle permits from a 2-year license period to a one-year license period. The expiration date of the license period for taxicab permits was changed from November 30 to October 31; however, all other public passenger vehicle permits will continue to expire on April 30.

In addition, a permit fee of $100 for the renewal of public passenger permits has been established. The permit fee for new public passenger vehicle permits has been increased from $165 to $175.

1/01/09 Car Change and Reinspection Fees Increased to $100 for Public Passenger Vehicles. 080486

An ordinance has been established that increases from $75 to $100 the fee for the transfer during the license period of a public passenger permit from one vehicle to another vehicle. In addition, the fee for any special inspection of a public passenger vehicle has been increased from $75 to $100.

An ordinance has been established that provides that if a permit or license is suspended due to the cancellation, expiration or nonrenewal of any required surety or performance bond, direct obligations or insurance policy, the fee for the reinstatement of the license or permit shall be $25.
