The Citywide Contract Management Team was the core group that set the Citywide Policy Plan's original working budget, schedule, and tasks and managed the contracts with consultants. The team was responsible for carrying out the day-to-day activities of the comprehensive planning process including but not limited to public participation, document drafting, and navigating through the approval process. Team members included City Planning managers and staff and the City's consultants.
The Citywide Plan Advisory Committee was responsible for making recommendations for public participation, plan development, and plan implementation. The committee reviewed the work produced by the Citywide Contract Management Team at all major milestones of the planning process, with a minimum of six reviews. The Committee included representatives from all levels of government, major corporations, non-profit organizations, business improvement districts, neighborhood organizations, homeowners, residents, and business owners.
The Citywide Technical Working Committees were responsible for contributing knowledge and ideas for the development of citywide comprehensive plan elements. Each committee focused on a special issue or element in the plan. Committee members generally had special knowledge of the element and were recruited from government, corporations, non-profit organizations, educational institutions, and the business community.
