Captain James Shepard was appointed to the Milwaukee Police Department on April 16, 1984. His uniform patrol duly assignments included Districts Two and Four. He was transferred to the Vice Control Division in 1989 and assigned to narcotics in an undercover capacity. In 1991 he was promoted to the rank of Detective and assigned to the Criminal Investigation Bureau. His duty assignments included Property Crimes, Violent Crimes, Sensitive Crimes and Background Investigations. He was promoted to the rank of Lieutenant of Detectives in 1996 and charged with supervisory duties in the Criminal Investigation Bureau and Vice Control Division. In 1999 he was assigned to the Internal Affairs Division where he was promoted to the rank of Captain of Police in January of 2000. In August of 2000, Captain Shepard served as the commanding officer of Vice Control Division. In April of 2003 he attended the FBI National Academy and was assigned to the Fifth District. In 2005 he was assigned to the Criminal Investigation Bureau - Crimes Against Property Division and is currently the commander of the Sensitive Crimes Division. He holds a Bachelor of Arts Degree in Psychology from the University of Wisconsin-Milwaukee and is a member of the Phi Beta Sigma Fraternity.
