RPP Form 1 Affidavit

This form must be completed by employees seeking certification to meet the Resident Preference Program (RPP) as outlined in the Labor Standards section on page 2 of the RFQ. Employees must take the completed form, along with one of the proof of residency documents (as outlined in the Form 1 document), to one of the three organizations listed in the Labor Standards section on page 4 of the RFQ to be notarized. Please call 414-342-9787 to make an appointment to become certified. All certifications will be done in person at WRTP/BIG STEP offices, located at 3841 W. Wisconsin Ave, Milwaukee, WI 53208.  Please see below for additional information on programs available to help you find qualified RPP Workers.

• Help finding Resident Preference Program (RPP) Workers

WRTP/BIG STEP, a non-profit workforce development intermediary, works with the construction and manufacturing industries to develop a coordinated strategy to connect individuals to employment and career pathways in industry and the skilled trades. As a partner to industry, WRTP/BIG STEP assists in developing programs and training designed to attract and prepare people to succeed in these industries. WRTP/BIG STEP programs are designed to link people to the state registered apprenticeship system as well as provide industry based education, training and certification needed to gain or advance within our partner industries.

WRTP/BIG STEP provides the City of Milwaukee Residential Preference Program (RPP) certification to any eligible candidate. The RPP certification is designed to promote the use of city residents as part of a contractor's workforce on Me2 projects. The certification is valid for 5 years assuming the individual resides in the City of Milwaukee address where they were originally certified.

Contractors may also also acquire RPP eligible workers on a temporary basis for individual projects from their union hall or the following agencies:

Commercial Project Energy Savings Calculators

Me² participating Contractors and Consultants are required to meet program criteria. Please note that the Me² program does not endorse or guarantee the work or services of any particular Consultant or Contractor, but maintains a directory of Contractors who have applied and been authorized to participate in the program. Participating Contractors are independent Contractors who have agreed to specified program requirements. While a list of participating Contractors have been screened and qualified to the best of our ability, you will be entering into direct relationships with the Contractor of your choice and it is important that you review their credentials, qualifications, and references to make an informed decision. Contractors who participate in the program warrant their own work and may charge different fees for services. It is generally good practice to contact several Contractors before selecting one.
