Intergovernmental Relations Division (IRD)

The Intergovernmental Relations Division (IRD) is responsible for identifying and developing relationships with other governmental jurisdictions in order to promote opportunities to solve intergovernmental issues to the city’s advantage. This includes seeking new and additional funding sources, and successfully promoting and managing the city’s legislative agenda. Given the city’s fiscal constraints, it is imperative for the city’s long-term sustainability that the Intergovernmental Relations team pursues opportunities to diversify revenues and develop strategies to cooperate with other levels of government.

Our Director was recently profiled by her alma mater, the La Follette School of Public Affairs at the University of Wisconsin – Madison.

State Legislative Priorities and Positions

The city's legislative package is developed in the summer/fall of even years with the input of city departments, the Mayor and members of the Common Council. It is approved and monitored by the Judiciary and Legislation Committee who forwards it to the full Common Council for approval.

Government Accountability Board Report: Each legislative session, the Intergovernmental Relations team reviews and analyzes hundreds of pieces of legislation to determine the city’s position thereon. These positions are all reported to the State of Wisconsin’s Governmental Accountability Board.

Common Council Resolutions Related to State Legislation: Since the legislative package is only approved once every other year, occasionally the Common Council will pass additional resolutions directing IRD to lobby on an issue.

Milwaukee’s State Legislative Delegation: Milwaukee is represented by 7 State Senators and 16 State Representatives whose districts are either partially or entirely located in the City of Milwaukee. Find your representative here

2011 Federal Legislative Agenda:The city’s federal legislative agenda is developed each fall with the input of city departments, the Mayor and members of the Common Council. It is also approved and monitored by the Judiciary and Legislation Committee of the Common Council.

Delegation Contact Information: Milwaukee is represented by both of Wisconsin’s Senators and by Congresswoman Gwen Moore. IRD works closely with all three offices to ensure Milwaukee’s interests are well represented at the federal level.
