Certification Applications

The following instructions and applications are available in PDF format. Contact the OSBD Office at (414) 286-5553 for assistance. 

Important: Please read through the certification requirements and instructions within the application carefully before completing.  All required documents represent one complete application package.  Any missing documents may delay the processing of your application.

New Certifications

Small businesses seeking SBE Certification should complete the SBE Certification Application.

Renewal Certifications

Certified SBE firms whose certification is expiring within the next 90 days should complete the SBE Renewal Application. 

Addendum Certifications

Certified SBE firms who have expanded their products or services provided should complete the SBE Addendum Application to become certified for the new products or services.  


Certification Requirements

All businesses must meet the following certification requirements:

  1. The business shall be a U.S.-based business which is independently owned, operated and controlled and is not dominant in its field of operation, or an affiliate or subsidiary of a business dominant in its field of operation.

  2. The business shall meet the size standards of the United States Small Business Administration (SBA).

  3. The business shall have demonstrated capacity to perform independently or as a subcontractor relative to its field of operation.

  4. The business shall not be owned, operated and controlled by individuals or groups of individuals, who own, operate and control a large business involved in the same category of work as the business for which SBE certification status is sought.

  5. The business shall be operational for at least one year prior to certification.

  6. The owner shall control the day-to-day critical operations of the firm.

  7. The owner or owners shall be citizens or permanent, legal residents of the United States.

Financial Assistance

Revolving Loan Program

The City of Milwaukee's OSBD Revolving Loan Program is designed to assist emerging certified firms with financing for prime and sub contracts awarded to them by the City of Milwaukee.

Loan Program Parameters

  • Loan will be granted for up to 25% of the total contract dollars, with a maximum of $35,000 and a minimum of$1,500.
  • Loan funds may be used for working capital and/or bonding.
  • Loan repayment schedule will coincide with the contract payment schedule.
  • 5% fixed interest rate.

 Eligibility Requirements

  • Certification by the City of Milwaukee Office of Small Business Development Program (OSBDP).
  • Recipient of a City, MATC, MPS, or MMSD contract as a prime or subcontractor.
  • Maximum number of loans four (4) throughout the duration of certification history.
  • Business must be located in the City of Milwaukee (Post Office Boxes are not acceptable).
