Excellent investigation by District 3 Officer Todd Smolen led to a September 24 arrest of a 20-year-old burglary suspect. Officer Smolen investigated a burglary on September 11 in the 3800 block of W. Galena where a 60” flat screen television was taken from a house. Realizing there was a good chance for evidence recovery at the scene, Officer Smolen asked for assistance from technicians assigned to the Identification Section who recovered fingerprints believed to be the suspects’. Officer Smolen later received a tip that the suspects took the television to a house near N. 38th and W. Cherry. He located the television in the basement and more fingerprints were processed.
Two suspects were identified by the fingerprints, and on September 24 Officer Smolen spotted one suspect, Dontrell Dolton, while he was on patrol. Officer Smolen arrested Dolton. Officers are still seeking a second juvenile suspect.

Milwaukee Police arrested a 50-year-old Milwaukee man for burglary after witnesses saw the suspect take several cowboy hats and a belt from LaMexicana Records at about 11:30 p.m. on September 21. The suspect used bricks to smash the front window of the business and take the property. Witnesses told officers that were in the area and the suspect was quickly arrested near S. 13th and W. Lincoln. The suspect was carrying the stolen property at the time of his arrest.
The suspect has a lengthy arrest record with the Milwaukee Police Department for a variety of crimes including theft, disorderly conduct, loitering, drug offenses, and burglary. He will be referred to the Milwaukee County District Attorney’s Office for possible charges.

A man whose DNA is linked to nine unsolved homicides of females over a 21-year period has been arrested by Milwaukee Police, Chief Edward A. Flynn and Milwaukee County District Attorney John Chisholm announced Monday, September 7, 2009.
The DNA belonging to Walter E. Ellis, 49, of Milwaukee, was found on the bodies of nine women; eight prostitutes and one female who was a runaway who was involved in the drug trade. The homicides occurred between 1986 and 2007 on Milwaukee’s north side.
“This case was solved with shoe leather and science,” said Chief Flynn. “Continuing advances in DNA technology have enabled us to link these homicide cases, and it was good police work pursuing numerous leads that led to the arrest of a suspect.”

Two suspects were arrested for a September 11 armed robbery in the 1000 block of E. Pleasant Street. Christopher Hatcher and Vincent Lockhart, both 20-years-old, followed the 43-year-old victim into his residence at about 1:05 a.m. Hatcher produced a handgun and demanded money from the victim. The victim fled to a laundry room where Lockhart hit him with a chair. Hatcher and Lockhart then took property from the victim, including the victim’s car.
The victim was able to identify Hatcher, who was arrested and told investigators that Lockhart was his accomplice. Lockhart was arrested, and both suspects were charged with Armed Robbery by the Milwaukee County District Attorney’s Office. Lockhart recently served prison time for a previous robbery. When released on that robbery he was to be on parole until 2014.

District 7 Captain William Jessup reports that there has been a slight increase in house burglaries in District 7. Most of these burglaries happen during the daytime, and in many large flat screen televisions are taken. Other electronic items such as digital cameras and laptop computers are also being stolen.

The Milwaukee Police Department has released surveillance video of a September 20 armed robbery at the Cousin’s Subs, located at 801 E. Capitol Drive.
The suspect gave a demand note to the cashier threatening to shoot her if he didn't get money. The cashier gave the suspect money from the register and the suspect then fled. This may be the same suspect involved in the robbery of the Subway restaurant at 4833 W. Burleigh the previous day.
The suspect is described as a black male, 25-30-years-old, 5'6"-5'7", 190-200 lbs., light complexion, round face, thin mustache, 4-gold upper teeth, and a tattoo of teardrop or dollar sign ($) under his right eye. He was last seen wearing a powder blue hooded sweatshirt with white writing and black jeans.

When off-duty MPD Detective Terrence Bender saw employees of a local restaurant chasing a knife-wielding robber on September 17 he immediately sprang to action. Scott A. Deutscher, 29 of Milwaukee, pulled a knife and demanded money from the El Greco Restaurant, located in the 9100 block of W. Appleton, shortly after 3 p.m. After Deutscher tried to open the cash register the owner called for the assistance of other employees who chased him from the restaurant. Deutscher cut one of the employees with a knife while being chased, but was arrested with the assistance of Detective Bender in the 8900 block of W. Villard.
Investigators determined that Deutscher matched the description of the suspect who robbed Video West, located in the 8500 block of W. Lisbon, on both September 13 and September 14. Deutscher was charged with two counts of Armed Robbery and one count of Attempted Armed Robbery by the Milwaukee County District Attorney’s Office.

A 29-year-old Milwaukee man was charged with Armed Robbery after taking a necklace and a PSP from a 15-year-old boy waiting for a bus on Milwaukee’s south side. The suspect, Jorge Agosto-Ortiz, approached the victim who was waiting for a bus in the 2700 block of S. 20th Street at about 4:30 p.m. on September 21. The suspect displayed a gun ant took the property from the victim. Officers saturated the area and found the suspect riding a bicycle. The officers found the stolen property on the suspect and he was arrested. The suspect was charged by the Milwaukee County District Attorney’s Office after he was positively identified by the victim.

Milwaukee Police Department District 4 Officers Steven Jegen and Calvin Watson arrested a 16-year-old Milwaukee boy shortly after the boy used a handgun to rob an 18-year-old man in the 5600 block of N. 37th Street. The suspect took property from the victim at about 4:30 p.m. on September 27. Officers Jegen and Watson spotted the suspect when they were checking the area. The suspect ran but was quickly taken into custody. The handgun that was used by the suspect was also recovered. The suspect will be referred to the Milwaukee County District Attorney’s Office for possible charges.

Milwaukee Police arrested Reginald L. Tracy shortly after Tracy robbed a Milwaukee couple of their car. Tracy, an 18-year-old Milwaukee man, approached the victims on their parking slab in the 4200 block of N. 16th Street at about 11:20 p.m. on September 10. He took the victims’ car, along with the victims’ wallet, purse, and other property.
The victims’ Chevy Tahoe was equipped with the On Star system, which monitors the location of the car. Using the On Star system officers were able to find the car in the 3400 block of W. Garfield with Tracy driving. Tracy was arrested, and officers found the .38 caliber revolver Tracy used in the robbery under the front seat.
Tracy has been charged with one count of Armed Robbery and one count of Carrying a Concealed Weapon by the Milwaukee County District Attorney’s Office.

Milwaukee Police arrested a 20-year-old Milwaukee man for the attempted armed robbery of the Wendy’s Restaurant located at 627 E. Capitol Drive. The suspect walked into the restaurant and displayed a handgun to the employees and demanded money. When a customer screamed the suspect ran before getting any money. Officers arrested the suspect in the 3400 block of N. Holton. The officers also found the pistol the suspect used. He will be referred to the Milwaukee County District Attorney’s Office for possible charges.

A Milwaukee Police Officer was shot when he was executing a high-risk search warrant for guns and drugs at a home in the 3200 block of N. 12th St. at 9:30 a.m. Wednesday, September 30, 2009.
Officers from District 5 and the Tactical Enforcement Unit of the Neighborhood Task Force were working in concert with the Violent Crime Impact Team, to seize illegally possessed guns and drugs.
As the officers were breeching the door to the house named in the search warrant, they loudly identified themselves as police officers. As the officers entered, a subject from the house shot at the officers, striking one officer in the arm. At least one officer returned fire but no one else was struck. The officer is being treated at Froedtert Memorial Lutheran Hospital and is expected to make a full recovery. Chief Edward A. Flynn visited with the officer at the hospital after the shooting where Chief Flynn said the officer, “was in good spirits and was surrounded by family and friends.”
The officer is 44 years old with 17 years of service in the Milwaukee Police Department. He is assigned to the Tactical Enforcement Unit of the Neighborhood Task Force.
Police arrested six suspects from the house, including the target individual named in the search warrant, and they are currently being questioned. Milwaukee Police recovered a handgun from the residence and are currently tracing its origins.
As is standard operating procedure, the incident is under investigation by the Milwaukee Police Department and the Milwaukee County District Attorney’s Office. The Milwaukee County District Attorney’s Office will make the final determination in the incident.
