Cold Case Unit Brings Closure To Family 20 Years After Murder

The successes continue for the Milwaukee Police Department’s Homicide Cold Case Unit with an announcement today from Chief Edward A. Flynn that a DNA sample has led to the clearance of a 1989 homicide in Milwaukee. Rita D. Scott was killed on September 15, 1989 on the city’s north side. Her murder went unsolved for 20 years until the Milwaukee Police Homicide Cold Case Unit resubmitted DNA samples during their investigation into a number of unsolved homicides of women in Milwaukee. Detectives from the unit resubmitted the DNA evidence in January 2009 and in May, a match was found between the submitted profile and Illinois serial killer Lorenzo Fayne. Fayne is currently serving five life sentences at the Menard Correctional Institution in Chester, Illinois for the killing of five children in the early 1990s. Fayne was on Death Row until his sentence was commuted by former Illinois Governor George Ryan. “I am proud of the work of the Milwaukee Police Homicide Cold Case Unit in bringing to justice those criminals who may have stopped looking over their shoulder,” Chief Flynn said. “Just because justice is delayed doesn’t mean it is forever denied.” Milwaukee County District Attorney John Chisholm said of the unit, “This case again demonstrates how we will continue to work with our law enforcement partners to bring justice to victims and their families.” The Unit gained international attention in September when Chief Flynn announced that the unit had identified and arrested serial killer Walter Ellis after connecting his DNA profile to the deaths of nine women over 21 years. Ellis has been charged in seven of those homicides. The Unit has submitted evidence in about 70 cold case homicides to the State Crime Lab and is awaiting results on about 20 of those cases. The Milwaukee Homicide Cold Case Unit continues its work to provide closure to families who have waited years for solace in the death of their loved ones.

Drug Suspect Shot After Driving At Officers

A Milwaukee Police officer shot a 30-year-old drug suspect as the man drove a van at officers attempting to stop his vehicle and arrest him for drug dealing. The incident occurred at 11:19 p.m. in the area of N. 19th St. and W. Capitol Dr. on Tuesday, October 27, 2009. During Tuesday night’s patrol, uniformed officers from District 5 were saturating the area regarding ongoing concerns, including drug activity and violent crime. In the 4000 block of N. 19th St., officers observed what they believed to be a hand-to-hand drug transaction by a person in a van. One officer parked his squad and began to approach the driver’s side of the van on foot as his partner approached the passenger side. As the officers approached, they observed the driver making furtive movements and partially standing in the seat as if concealing something. The driver suddenly began backing up the van toward the officers who were behind it. Believing the officers behind the van were in danger of great bodily harm, the officer on the passenger side of the van discharged his weapon, striking the driver. The suspect’s injuries are not believed to be life-threatening. No officers were injured in the incident. Inside the van, police recovered a significant amount of drugs packaged for sale, cash and paraphernalia commonly used in drug sales. The suspect has an arrest record with the Milwaukee Police Department for drug possession and sexual assault. He is currently under arrest. . The officer who discharged his weapon is 35 years old with nearly five years of service. He is assigned to District 5 As is standard operating procedure, the incident is under investigation by the Milwaukee Police Department and the Milwaukee County District Attorney’s Office, and the officer was placed on administrative duty pending the completion of the investigation. The Milwaukee County District Attorney’s Office will make the final determination in the incident.

Help MPD Catch Robbery Suspect Calvin Brown

Milwaukee Police have identified 33-year-old Calvin L. Brown as a suspect in several armed robberies in the Milwaukee area, including at two CVS Pharmacies and two Walgreen’s Stores. Brown may also be using the name Donald Rouse or Don Brown. He is 6’3”, 295 lbs., and has black hair and brown eyes. He has a scar on his forehead and a pierced ear. Anyone with information on the whereabouts of Calvin Brown is asked to call the Milwaukee Police Department Criminal Investigation Bureau at 414-935-7360.

Help MPD Identify Cross-Dressing Bank Robber

The Milwaukee Police Department has released surveillance photos of the suspect in an October 13 armed robbery at the M&I Bank located at 8300 W. Silver Spring Drive. At 12:38 p.m. the suspect, who disguised himself as a woman, entered the bank and presented a demand note to the teller threatening that he had a bomb. The suspect obtained money from the teller and fled. The suspect is described as a black male between 25 and 35-years-old, 5’8”-6’, 160-180 lbs., medium build, dark complexion, wearing prescription eyeglasses, a curly brown shoulder length wig, red lipstick, a brown zip-front jacket with fur trim on the hood, a turquoise shirt, brown pants, and black shoes. Help Needed in Identifying CVS Robbery Suspect

The Milwaukee Police Department has released surveillance video of an October 10 armed robbery at the CVS Pharmacy, located at 7550 W. Perkins Place. At about 1:10 a.m. the suspect entered the store and struck the cashier, stated he had a gun and demanded that the register be opened. Another employee was also struck when he came to the aid of the cashier. The suspect fled the store with a wastebasket full of tobacco products. The suspect is a black male between 30 and 35-years-old, 6'-6'2", 230-250 lbs., stocky build, dark complexion, mustache and beard, wearing a baseball style hat, a gray button-up short sleve shirt with black on the arms, black pants, and black shoes. This suspect may be the same individual responsible for the October 8 armed robbery of the CVS Pharmacy located at 1650 N. Farwell Avenue. MPD Brings Hostage Situation to Successful End

Milwaukee Police arrested a 27-year-old Milwaukee man after he barricaded himself in his northwest side residence and threatened to shoot officers. Officers responded to a domestic disturbance at an apartment in the 8100 block of W. Hampton Avenue shortly before 1 a.m. on October 9. When the officers arrived the suspect, who had three young children with him, armed himself with a handgun and held one of his children while threatening to shoot the officers. The officers called for additional resources, and members of the Neighborhood Task Force’s Tactical Enforcement Unit and negotiators from the Criminal Investigation Bureau responded. The negotiators maintained dialogue with the suspect for several hours, and when it appeared as if the suspect had fallen asleep the tactical officers entered the apartment. When the suspect struggled with the officers an electronic control device was used to subdue him. He was arrested, and all three children were found unharmed and reunited with their mother. The suspect will be referred to the Milwaukee County District Attorney’s Office for possible charges.

MPD Seeking Family Dollar Robbery Suspect

The Milwaukee Police Department has released surveillance video of a September 28 armed robbery at the Family Dollar store, located at 5808 W. Hampton Avenue. At about 12:30 p.m. the suspect entered the store, displayed a handgun and took money. The suspect then fled the store on foot. The suspect is described as a black male in his late teens or 20’s, 5’11”, 130-135 lbs., slender build, wearing a dark navy baseball cap, a navy blue sweatshirt, and blue jeans. MPD Seeking McDonald’s Robbery Suspect

The Milwaukee Police Department has released surveillance video of a September 27 armed robbery at the McDonald’s Restaurant located a t 1220 N. 35th Street. At about 4:45 a.m. the suspect forced an employee into the restaurant and took money from the registers and safe while he displayed a gun. The suspect then fled southbound from the restaurant on foot. The suspect is described as a black male in his mid-20’s, 5'7"-5'9", 170-210 lbs, wearing a shirt on his head, a black jacket and blue pants with red and white writing on them. Quick Arrest of Domino’s Burglary Suspect

Milwaukee Police have a 36-year-old burglary suspect in custody thanks to the keen observation skills of District 7 Sergeant Christopher Quinlan. Sergeant Quinlan was patrolling the area of N. 64th Street and W. Capitol Drive shortly after 2 a.m. on October 16 when he saw two suspects kicking in the front door to Domino’s Pizza at 6327 W. Capitol Drive. The suspects ran as soon as they saw Sergeant Quinlan, but Sergeant Quinlan caught one of the suspects in a yard in the 3900 block of N. 64th Street. The 36-year-old Whitewater man is currently on parole supervision for burglary. He will be referred to the Milwaukee County District Attorney’s Office for possible charges.

Southside Restaurant Robbery Suspect Arrested

Milwaukee Police arrested a 34-year-old Milwaukee woman who robbed three George Webb Restaurants and a tattoo shop on Milwaukee’s south side. Customers at the George Webb’s at 3133 S. 92nd Street held Jennifer M. Stefanovic for police after she jumped onto the counter and announced that she had a gun during an October 24 robbery attempt. Stefanovic had also robbed the George Webb’s at 2028 W. Mitchell Street in Milwaukee and 4845 W. Forest Home in Greenfield earlier that same day. Investigators also linked Stefanovic to the October 7 armed robbery at the Moving Shadow Ink Tattoo Store at 4308 W. Forest Home Avenue. Stefanovic has been charged with four counts of Armed Robbery – Implied Weapon by the Milwaukee County District Attorney’s Office.

Suspects Arrested For Southside Shoe Store Robbery

Milwaukee Police arrested a 22-year-old man and a 17-year-old girl for the October 10 armed robbery at Manny’s Import Shoes. Jovonte H. Love and a 17-year-old accomplice entered the store at 531 W. Lapham at about 2:15 p.m. The 17-year-old grabbed four pairs of shoes and walked out of the store without paying. When an employee of the store tried to stop her Jovonte Love intervened with a pistol. He took money from the employee and from the store’s cash register. The victim knew Love as someone who had previously been in the store. He was later able to identify Love for investigators, and officers from District 2 went to Love’s home on October 11. Love ran from the house, but was arrested later that day. Officers found some of the stolen shoes in Love’s home. Love later identified his accomplice, who was arrested on October 12. The Milwaukee County District Attorney’s Office has charged Jovonte Love and the 17-year-old girl each with one count of Armed Robbery.

Suspects Caught Using Victims’ Credit Cards at Restaurant

Milwaukee Police quickly arrested five suspects believed to be responsible for an October 15 armed robbery on Milwaukee’s north side. A 60-year-old man was working with a friend in his garage in the 2300 block of N. Grant Boulevard when the suspects took their cell phones, money, and wallets. One of the suspects was holding a pistol grip shotgun at the time of the robbery. The suspects fled, and the victims flagged down an officer who was patrolling the area. Police Officer Doug Anderer checked the area and arrested one suspect in a nearby alley, while a second suspect was arrested by other squads that were responding to the area. Officers found the shotgun that was used in the crime in a yard the suspects had been in. While the officers were at the scene of the robbery the victims called their credit card companies to report the cards stolen. They were told that the cards were being used at Judy’s Red Hots at 48th and Lisbon. Detectives immediately went to the restaurant and arrested three more suspects as they tried to discard the victims’ credit cards and flee. The Milwaukee County District Attorney’s Office has charged 18-year-old Marcus D. Hill and 17-year-old Charleston Bobo each with one count of Armed Robbery in connection with this offense.

UPDATE: Cross-Dressing Bank Robber Arrested

Detectives from the Milwaukee Police Department developed information from a citizen that helped them identify and arrest the suspects responsible for the October 13 robbery at the M&I Bank located at 8300 W. Silver Spring. Milwaukee Police arrested Johnny R. Bibbins, 35 of Milwaukee, on October 22. Bibbins is on parole for two prior robberies. Bibbins implicated Bobby R. McGhee, 35, as his getaway driver. McGhee was arrested and admitted to detectives that that he drove for Bibbins and that Bibbins gave him money for his efforts. Bibbins and McGhee were each charged with one count of Robbery of a Financial Institution by the Milwaukee County District Attorney’s Office.
